Job Summary:
IIDC is seeking a highly competent MEL Technical Specialist/Advisor to provide technical leadership, capacity building, and advisory support for Monitoring, Evaluation, and Learning (MEL) functions within the organization and its diverse partners. The MEL Specialist will lead the MEL efforts for the Responsible, Engaged and Loving (REAL) Fathers intervention across Uganda, involving collaboration with 10 implementing partners and key national stakeholders. The role also includes coordinating with IIDC’s international MEL experts and external research partners.
Duties, Roles and Responsibilities
Develop and design measurement and monitoring frameworks for IIDC and its partners, ensuring alignment with program outcomes and impact.
Provide technical support for MEL processes including data collection, quality management, analysis, and reporting.
Lead the operationalization of the REAL Fathers Monitoring Information System (MIS) and ensure timely use of high-quality data to inform program decisions.
Maintain and update data storage and retrieval systems for Program MEL Plans and Annual Work Plans.
Facilitate program learning events and use data to inform program adaptation and improvements.
Coordinate with research partners, universities, and government officials to ensure effective program measurement.
Provide technical advisory support to program partners in developing MEL frameworks, generating quality monitoring data, and ensuring data use for program quality improvement.

Qualifications, Education and Competencies
Master’s level qualification in Monitoring and Evaluation, Social Research, Statistics, or a relevant program measurement field.
At least 10 years of experience in developing and implementing program measurement and learning systems, frameworks, and tools.
Proven experience in designing and deploying multi-level evaluation methodologies for development programs.
Expertise in designing and operationalizing MIS systems and managing both qualitative and quantitative data.
Experience in training and capacity development in Monitoring, Evaluation, and data use.
Expertise in thematic programming, particularly in children’s rights, violence against children, gender-based violence, male engagement, and Early Childhood Development (ECD), is an added advantage.
Strong writing, reporting, and documentation skills for research and evidence products.
Ability to work collaboratively with diverse teams across different time zones.
Demonstrated experience working with people from diverse cultural backgrounds.
