Medical Officer Special Grade (Ophthalmology) job at Health Service Commission

Job Description

Applications are invited from suitably qualified applicants to fill vacant posts tenable at the Ministry of Health - Headquarters, Mulago National Referral Hospital, Kawempe Referral Hospital, Kiruddu Referral Hospital and Ministry of Health - Regional Referral Hospitals (MoH-RRH).

Duties and Responsibilities

Clinical Duties:

  • Patient Care: Provide comprehensive ophthalmic care to patients, including diagnosis, treatment, and management of eye conditions and diseases.

  • Surgical Expertise: Perform ophthalmic surgeries such as cataract surgery, corneal transplantation, refractive surgery, glaucoma surgery, and retinal procedures.

  • Consultation: Offer expert consultations to patients referred by other healthcare providers or within the hospital/clinic setting.

  • Follow-up Care: Oversee post-operative care and long-term management of patients, ensuring optimal outcomes and patient satisfaction.

  • Emergency Response: Be available for on-call duties to handle ophthalmic emergencies, such as trauma, retinal detachments, and acute glaucoma.


Administrative Duties:

  • Team Leadership: Provide leadership and guidance to ophthalmic teams, including junior doctors, nurses, and technicians.

  • Quality Assurance: Ensure adherence to quality standards in patient care, surgical procedures, and clinical documentation.

  • Resource Management: Efficiently manage resources such as equipment, supplies, and personnel within the ophthalmology department.

  • Protocol Development: Contribute to the development and implementation of clinical protocols and guidelines to enhance patient care and safety.

  • Collaboration: Collaborate with other healthcare professionals and departments for integrated patient care and multidisciplinary approaches to complex cases.


Academic/Research Duties (if applicable):

  • Teaching and Training: Provide education and training to medical students, residents, and fellows in ophthalmology.

  • Research: Conduct and/or supervise clinical research projects aimed at advancing knowledge in ophthalmology, publishing findings in peer-reviewed journals.

  • Continuing Education: Stay updated with the latest developments in ophthalmology through attending conferences, workshops, and continuous medical education (CME) activities.

Qualifications and Competencies

  • Medical Degree: MD or equivalent qualification from a recognized medical school.

  • Specialization: Board certification or equivalent qualification in Ophthalmology.

  • Experience: Significant experience in clinical practice, with a focus on ophthalmic surgery and management of complex cases.

  • Leadership Skills: Demonstrated leadership abilities, including team management, decision-making, and problem-solving.

  • Communication Skills: Excellent communication and interpersonal skills to interact effectively with patients, colleagues, and other healthcare professionals.

  • Commitment to Continuous Improvement: Willingness to engage in continuous professional development, staying abreast of advancements in the field.

  • Research and Academic Credentials (if applicable): For academic positions or roles involving research, a track record of publications, grants, and teaching experience may be required.

• Shortlisted candidates shall, where applicable, be required to bring their original certificates, letters of appointment, three copies of completed PSF 3, Registration Certificates and Valid Practicing Licenses and evidence of active service, at the oral interview.
• Candidates who will present forged certificates and other documents shall be handed over to the Police for appropriate action.
• Health Workers who are on long-term training (one year and above) must not apply.
