The East African Crude Oil Pipeline (EACOP) project is a midstream development located across Uganda and Tanzania that includes a nearshore marine storage and export terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale - Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to international markets.

About EACOP
Job Summary
The Mechanical/Rotating and Static Equipment Specialist is responsible for reviewing, implementing, assure and control mechanical installations on site in line with international standards, including (but not limited to), structures, piping, static and rotating equipment.
Duties, Roles and Responsibilities
Directly supporting EACOP & the contractors, ensuring delivery of the pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.
Implement, use, and communicate safe work practices on and off the project sites.
Mentor exemplary behavior regarding Project H3SE policy.
Support contractor construction engineering in accordance with project requirements and procedures.
Assist contractor with the correct interpretation of the drawings, providing support in the solution of technical problems.
Along with field engineering, check contractor method statements and work procedures.
Coordinate and monitor work fronts to achieve project schedule and progress objectives.
Ensure that all equipment (static and rotating) are stored (preventive maintenance prior to and during erection) maintained, installed, tested and commissioned in accordance with the applicable codes, specifications, drawings and mechanical vendors documents.
Together with the site quality manager, coordinate the required inspections and testing ensuring that hold points of the ITPs are witnessed.
Validate equipment lifting and transportation studies.
To monitor the mechanical site vendors in term of: cost, schedule, achievement, performance.
Coordinate problems and solutions between site construction contractor, the field engineers and the mechanical site vendors.
Analyse additional work and modifications to determine the cause and propose the solution to be implemented.
Manage work acceptance operations and follow-up of the punch lists.
Ensure that the completion, the validity and traceability of documents included in the construction contractors as built documents is checked.
Assist the pre-op and commissioning group.
Ensure that the equipment’s are followed as per the manufacturer recommendations.
Review validity of any contractors’ extra works request and pay particular attention to the supervision of the relevant activities.
To ensure compliance with the applicable codes, practices, policies, performance standards, and specification.
Assist QS for measure the physical progress of the works in charge on a daily/weekly basis for progress report issue.
Make sure that the contractor submits his daily reports regarding equipment and manpower and carefully check that information are correct and comply with the agreed procedures.
Proactively undertake and promote the use of behavioral and incentivised HSE work programmes, and campaigns.
Ensure all quality control checks and tests are instigated, with records maintained and available as required, all in accordance with contractors’ agreed ITP, method statements and project specifications.
Ensure contractors follow approved procedures, plans and method statements.
Ensure the most current design documents are used to complete the work and that all design changes are approved prior to implementation.
Ensure that all construction milestone dates are completed as scheduled.
Ensure that all construction activities meet quality and workmanship standards.
Ensure required permits are in place prior to the start of the work at site.
Prepare reports and forecasts, including summary of construction progress.
Coordinates activities with other disciplines or areas, as instructed by project management.

Qualifications, Education and Competencies
Academic Qualifications
Bachelor’s degree in Mechanical Engineering, Metallurgical Engineering or relevant qualification combined with extensive field.
Experience Required
5 years greenfield site construction experience in Oil & Gas or Hydrocarbon projects.
A minimum of 5 years as Mechanical Superintendent.
Required Competencies
Competency within industry applications such as MS Office; Word, Excel, PowerPoint, Visio.
Strong knowledge of mechanical installation and alignment.
Strong technical knowledge of mechanical communication protocols and architecture.
Knowledge of related industry codes and standards – API (610, 617, 618, 682, etc.), ANSI (B73.1, B73.2, B16.5, B31.1, B31.3).
Demonstrate proficiency in the interpretation of engineering drawings, plans and specifications.
Understanding of critical path and key milestones within the construction planning programmes.
A high focus on identifying and meeting the key project deliverables and objectives.
Advanced written and spoken English.
Effective leadership, communication, negotiation, problem-solving, planning and organisational skills for managing multiple tasks.
Previous experience working with multicultural contractors' and reporting their performance.
Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
