About the Organisation

FAO and Uganda have a long history of cooperation. The Organization’s technical assistance in the country began as early as 1959 in the areas of aquaculture development and livestock disease control. Cooperation has increased since the opening of FAO’s representation in 1981, with interventions comprising national policy and programme formulation, agricultural and rural development projects, and emergency and rehabilitation assistance. More recently, emphasis has been given to building resilience to the effects of climate change.

FAO’s cooperation with Uganda Government is shaped by the Country Programming Framework (CPF) 2015-2019, jointly developed with the Government and other partners.

The CPF is a joint framework which forms the basis for strategic cooperation over the next five years between the Food and Agriculture Organization of the United Nations (FAO) and the Government of the Republic of Uganda. The CPF is fully aligned with national and regional development priorities as well as the UN Development Assistance Framework for Uganda.

Over the years, the stature and influence of FAO in Uganda has grown considerably. Currently, the country programme comprises well over 20 projects with a combined budget of close to 80 million USD, which makes FAO one of Uganda’s significant development partners. FAO projects are mainly field-based, addressing on-ground pertinent issues.

Until 2010, FAO’s support programme emphasized emergency and rehabilitation following two decades of insurgency in Northern and North Eastern Uganda. The current CPF however, focuses more on long-term development objectives aimed at revitalizing agricultural production and productivity and spurring economic development for the country.

FAO Uganda therefore falls under the Development Programme. FAO’s development interventions aim to support and build resilient agriculture-based livelihoods. Our interventions focus on crops, livestock, fisheries, forestry and their interaction with the environment, Climate change and building resilience. Further, FAO gives guidance in drafting effective legislation and creating national strategies to achieve transformational development and alleviate hunger.

Job Description

Job Title:  MEAL Assistant (UN Jobs)

Organisation: Food and Agriculture Organization of the United Nations (FAO)

Duty Station: Kampala, Uganda

Reports to: MEAL Team Leader


The Monitoring and Evaluation Assistant will be part of the MEAL team within FAO Uganda to improve measurement of delivery and impact the Uganda country program.

Reporting Lines

Under the overall supervision of the FAO Representative and direct supervision of the MEAL Team Leader, the MEAL Assistant will provide data and programme support to all the FAO Uganda projects, performing the following tasks:

Duties, Roles and Responsibilities

  • Support to ensure there is availability and the utilization of data collection tools for all activities of the project by collaborating with activity leaders.

  • Support updating the shared data centres of all MEAL related documents and other documents of the projects.

  • Work with the MEAL team to Prepare data summary analysis for all the implementation indicators.

  • Contribute to technical support to field teams and partner staff working on implementation in areas to MEAL systems functioning and content of the data.

  • Support in building the capacities of project staff in operationalizing MEAL reporting in timely manner through weekly follow up of progress and identifying areas of unclarity.

  • Support the use of online data collection and management platforms like Kobo Collect and Train short term data collectors/enumerators or partner staff in in its application during field data collection.

  • Coordinate with project partners and short-term consultants in the field-of data collection and verification in accordance with the project M&E framework.

  • Participate in the development of reports such as monthly as well as organizing information for quarterly and annual reports.

  • Coordinate with field teams in identifying success stories and documentation for regular community in various platforms.

  • Support the documentation during meetings, workshops etc.

  • Execute any other duties as may be required by the project.

Qualifications, Education and Competencies

Candidates Will Be Assessed Against The Following

Minimum Requirements   

  • University degree in social sciences (sociology, anthropology, political sciences, international relations, research methods or alike) or data sciences (statistics, data management, evaluation) or other relevant fields.

  • 3 years demonstrated qualified and relevant experience in monitoring and evaluation in the NGO and/or IO/UN context.

  • Working knowledge of English

  • National of Uganda

Selection Criteria

  • A Post Graduate Qualification in Monitoring and Evaluation is an added advantage

  • Extent of relevant experience in using data collection and management platforms like Kobo Collect or similar.

  • Demonstrated expertise in using one or more statistical software packages such as R, Stata, SPSS, or other similar tools
