Job Description
The Manager Human Resource Officer will be responsible for overseeing all aspects of human resource management and administrative support within UNMC. This includes advising management on HR policies and procedures, managing staff deployment, coordinating staff development and training programs, overseeing performance appraisal processes, ensuring proper record-keeping and custodial services, and maintaining compliance with all regulations related to HR. The role involves building strong professional relationships across departments and driving a culture of accountability, collaboration, and performance excellence.
Duties, Roles and Responsibilities
Provide technical advice to management on HR policies, regulations, and disciplinary matters
Manage staff deployment across departments to meet manpower requirements
Conduct human resource development needs assessments and coordinate appropriate training interventions
Lead the implementation of the performance review and appraisal system
Maintain and update human resource information systems and records
Interpret and disseminate human resource-related regulations and procedures
Oversee document filing, retention, and disposal in compliance with company policy
Ensure custodial services including the maintenance of office facilities and equipment
Promote collaboration and a positive work environment across departments

Qualifications, Education and Competencies
Minimum Qualifications:
Bachelor’s Degree in Human Resource Management, Public Administration, Management Science, Social Sciences, Social Work and Social Administration, Business Administration, or Development Studies from a recognized institution
Master’s Degree in Human Resource Management, Public Administration, or Business Administration from a recognized institution
Experience:
At least 8 years of relevant experience in Human Resource Management, with 6 years at a senior level
Key Competencies:
Strong understanding of HR regulations, policies, and standards
Proven leadership and team management abilities
Experience implementing HR policies and performance management systems
Excellent interpersonal, communication, and conflict-resolution skills
Ability to manage multiple priorities and work under pressure
Strategic thinking and the ability to influence decision-making
Age Requirement:
30 to 45 years
