Job Description

The Manager, Business Development will serve in a strategic role by supporting opportunity identification, donor engagement, proposal writing, and partnership development. The individual will manage moderate to complex proposals across various funding sources including government, foundation, and multilateral donors. Responsibilities include coordinating proposal teams, contributing to strategy and design, ensuring high-quality submissions, and maintaining donor relationships. The Manager will work closely with country offices and technical teams to shape compelling value propositions and ensure alignment with eHA’s mission and strategic objectives.

Duties, Roles and Responsibilities

  • Manage end-to-end proposal development, including scoping, writing, team coordination, and timely submission.

  • Analyze donor trends, monitor competition, and assess partnership opportunities.

  • Collaborate with technical teams to develop theories of change and pitch proposals.

  • Write and edit compelling proposal content and ensure alignment with donor requirements.

  • Maintain continuous engagement with country offices, donors, and technical teams.

  • Lead pre-bid and capture planning, including partner identification and negotiations.

  • Train and supervise proposal development consultants as needed.

  • Represent eHA in donor meetings and networking events.

  • Lead the transition of awarded projects to implementation teams.

Qualifications, Education and Competencies

  • Master’s degree or equivalent preferred.

  • Minimum of 10 years of experience in business and proposal development with international donors (USAID, CDC, DFID, Global Fund, etc.).

  • Proven track record in managing multi-year, complex proposals and securing funding.

  • Strong communication, analytical, and organizational skills.

  • Experience working with digital health or tech-based solutions preferred.

  • Excellent English communication and writing skills.

  • Ability to work independently and across multiple teams.

  • Proficiency in CRM tools and project management systems.

  • Strong understanding of donor motivations and strategic positioning.
