Job Description
We are currently seeking a Logistics Manager to be based in Kampala.
Your Challenge
As the Logistics Manager in Kampala, you will be the focal point for logistics, procurement, and security functions within ZOA Uganda. Your responsibilities include overseeing procurement processes, coordinating logistics in Kampala, and providing support to ZOA’s program offices.
Your key responsibilities will include:
Managing procurement, storage and warehousing, transport, fleet management, driver support, IT assistance, asset management, and ensuring the health, safety, and security of ZOA offices and bases.
Providing training and support to logistics staff in ZOA’s program locations.
Frequent field travel (approximately 30%) to support ZOA’s program locations.
Duties, Roles and Responsibilities
Strategic Contribution:
Lead the development and implementation of the country-specific Procurement Annex in collaboration with the Finance and Programme teams.
Manage the process for framework agreements and preferred suppliers for goods and services across all field offices.
Consolidate procurement plans on an annual, half-yearly, or quarterly basis in coordination with logistics and programme staff.
Procurement:
Ensure compliance with procurement systems and procedures, and manage procurement activities.
Lead procurement processes to ensure value for money and compliance with ZOA policies, donor requirements, and local regulations.
Establish and manage procurement committees, providing capacity-building support as needed.
Provide technical advice during bidding processes and other procurement activities.
Manage procurement data and offer strategic insights for decision-making and improvements.
Monitor supplier performance and ensure contract compliance.
Ensure timely payments to vendors in collaboration with the Finance team.
Logistics and Fleet Management:
Oversee ZOA fleet management, ensuring compliance with standard operating procedures.
Manage vehicle registrations, insurance, maintenance, and monthly reporting of mileage, fuel consumption, and repair costs.
Ensure vehicles and motorcycles are roadworthy and meet safety standards.
Administer fuel card usage and coordinate driver and rider training.
Oversee vehicle rentals, including lease tracking and payment.
IT Support:
Oversee ZOA Uganda’s internet subscriptions and ISPs, ensuring efficient usage and setting limits when necessary.
Coordinate IT support in collaboration with ZOA HQ and ensure the maintenance of IT assets.
Ensure timely purchasing of IT equipment for the country office.
Stores and Asset Management:
Safeguard all ZOA assets and maintain an updated asset register in collaboration with administrators and the Finance manager.
Lead asset disposal processes and ensure the proper registration of procured items.
Regularly update the asset list and manage the disposal of obsolete assets.
Risk Management and Compliance:
Manage procurement and contractual risks in line with ZOA policies and standards.
Ensure transparency and integrity in the procurement process, mitigating risks such as fraud and conflicts of interest.
Support audit processes and respond to audit findings.
Ensure compliance with ZOA’s safeguarding policies and maintain a “Do No Harm” approach.
Management and Leadership:
Foster teamwork and provide leadership to the procurement and logistics team.
Role-model ZOA’s values, including faithfulness, stewardship, and integrity.
Set clear expectations and conduct performance reviews for direct reports.
Capacity Development and Training:
Identify capacity-building opportunities and mentor logistics staff.
Provide training for local partners on compliance with ZOA procurement policies and donor requirements.
Support the recruitment and onboarding of logistics staff.
Safety and Security:
Review quarterly security assessments and collaborate with the Country Director (CD) and Programme Managers (PGMs) to assess new areas of operation.
Lead the annual revision of the Local Security Plan and ensure staff awareness of security procedures.
Oversee security equipment and maintain communication systems in good working condition.
Provide contextual security insights and advice to the country management team.
Accountability:
Sensitize stakeholders on feedback and complaint mechanisms.
Ensure complaints are documented and addressed following correct reporting procedures.
Uphold ZOA’s code of conduct and safeguarding policies in project implementation.

Qualifications, Education and Competencies
Your Profile
Identity:
Fully support ZOA’s vision, mission, and Christian values.
Knowledge & Experience:
A degree in Procurement, Supply Chain Management, Business Administration, or a related field.
At least 5 years of experience in logistics or procurement within an international NGO context.
Proven skills in logistics, procurement, and risk management.
Experience with vehicle maintenance and IT applications like Office 365 and SharePoint.
Proficiency in English.
A valid Ugandan driving license.
Desirable: Experience in training colleagues on logistics-related functions.
Skills:
Strong technical skills in areas like IT, vehicle or asset management.
Excellent organization and planning abilities.
Ability to follow policies consistently and manage risks.
Attitude/Behaviour:
High personal integrity.
Flexible and adaptable, with a commitment to inclusion for people with disabilities.
Strong interpersonal skills, capable of working under pressure and meeting deadlines.
A high level of cultural sensitivity and networking capabilities.
Special Conditions:
Based in Kampala, with regular field travel required.
The position is full-time (40 hours/week), with flexible working hours as needed for travel.
The role is offered in scale M2 on the ZOA Uganda Salary Scale for 2025.
