The National Lotteries and Gaming Regulatory Board (NLGRB) in Uganda is a statutory body established to oversee the regulation, supervision, and control of lotteries, gaming, and betting activities within the country. The NLGRB ensures that these activities are conducted in a fair, transparent, and responsible manner, safeguarding the interests of both the participants and the general public.

The NLGRB plays a significant role in balancing the benefits of the gaming industry with the need to protect vulnerable populations. By regulating and supervising gaming activities, the Board helps mitigate the risks associated with gambling, such as addiction and financial harm. Additionally, the revenues generated from regulated gaming contribute to national development projects, thereby benefiting the broader community.

The National Lotteries and Gaming Regulatory Board ("The Board") was established in 2016 under the Lotteries and Gaming Act 2016 with a mandate to supervise and regulate the establishment, management and operations of the lotteries, gaming, betting and casinos in Uganda, and to protect the citizens from the adverse effects of gaming and betting in Uganda.
Our Vision is "A technologically driven and revenue generating gaming sector free from adverse effects" The Board invites Online applications from suitably qualified applicants to fill vacant position that exists within the Board's structure as listed below,

Legal Advice:

  • Provide legal advice and support to the organization on various legal issues, including contract law, employment law, corporate law, and regulatory compliance.

  • Ensure that the organization's activities comply with all relevant laws and regulations.


Drafting and Reviewing Legal Documents:

  • Draft, review, and negotiate contracts, agreements, policies, and other legal documents.

  • Ensure that all legal documents are accurate, legally sound, and reflect the organization's best interests.


Litigation Management:

  • Manage and oversee litigation matters, including coordinating with external legal counsel.

  • Represent the organization in court proceedings, arbitrations, and mediations as needed.


Compliance and Risk Management:

  • Develop and implement compliance programs to ensure adherence to legal and regulatory requirements.

  • Identify and mitigate legal risks associated with the organization's operations and activities.


Corporate Governance:

  • Ensure that the organization adheres to good corporate governance practices.

  • Maintain corporate records and ensure proper documentation of board meetings, resolutions, and other corporate actions.


Legal Research:

  • Conduct legal research to stay informed about changes in laws and regulations that may affect the organization.

  • Provide updates and training to staff on relevant legal issues and changes in legislation.


Policy Development:

  • Assist in the development and implementation of organizational policies and procedures.

  • Ensure that policies and procedures are legally compliant and effectively communicated to staff.


Internal Investigations:

  • Conduct internal investigations into potential legal and compliance issues within the organization.

  • Provide recommendations for corrective actions and improvements based on investigation findings.


Stakeholder Communication:

  • Liaise with regulatory bodies, government agencies, and other external stakeholders on legal matters.

  • Represent the organization in negotiations and discussions with external parties.

  • Bachelor’s degree in law (LLB) or equivalent.

  • A Master’s degree in law (LLM) or a relevant field may be preferred.

  • Admission to the bar or relevant legal accreditation.


Experience:

  • Proven experience as a legal officer, legal counsel, or in a similar legal role.

  • Experience in corporate law, contract law, litigation, and regulatory compliance is highly desirable.


Skills:

  • Strong understanding of corporate law and regulatory requirements.

  • Excellent drafting, negotiation, and communication skills.

  • Ability to analyze complex legal issues and provide practical solutions.

  • Strong research skills and attention to detail.

  • Proficiency in using legal research tools and software.


Personal Attributes:

  • High ethical standards and professional integrity.

  • Ability to work independently and as part of a team.

  • Strong organizational and time management skills.

  • Ability to handle sensitive and confidential information with discretion.


Additional Qualifications:

  • Knowledge of the specific industry in which the organization operates can be advantageous.

  • Continuing legal education and professional development to stay updated with changes in the legal field.

  • Fluency in multiple languages may be beneficial, depending on the organization's operations and geographic reach.


Optional Skills

Project Management:

  • Ability to manage multiple legal projects simultaneously and meet deadlines.

  • Knowledge of project management methodologies and tools.


Interpersonal Skills:

  • Strong interpersonal skills to effectively interact with internal and external stakeholders.

  • Ability to build and maintain relationships with regulatory authorities and external legal counsel.


Technological Proficiency:

  • Familiarity with legal technology and software for document management, legal research, and compliance tracking.

  • Understanding of cybersecurity and data protection laws.
