Job Description

On behalf of a major oil client, WRS is looking for an HSE Lead to join a capital pipeline project in Uganda. This position is offered on a 12-month renewable contract with a rotational work schedule based on-site in Uganda.

The HSE Lead will oversee and manage all Health, Safety, and Environmental (HSE) activities for a major pipeline construction project. This role involves ensuring compliance with safety regulations, developing and implementing HSE strategies, and maintaining a safe working environment for all personnel on-site. The HSE Lead will be responsible for managing safety inspections, risk assessments, and compliance with HSE plans and policies.

Qualifications, Education and Competencies

Successful candidates must have:

  • A Bachelor’s degree in a relevant HSE field (preferred)

  • Experience in a HSE-related role

  • NEBOSH Diploma or equivalent qualifications in HSE management for onshore pipeline construction and related facilities

  • A minimum of 5 years of experience in a safety role within the Oil & Gas industry

  • Previous experience with cross-country pipeline projects

  • Competency with industry tools such as Assure, OMIE, Aconex, SharePoint, Adobe, and MS Office (Word, Excel, PowerPoint, Visio)

  • Strong understanding of safety compliance, risk controls, and site HSE hierarchy

  • A strong focus on identifying and meeting key project deliverables and HSE goals

  • Knowledge of project HSE strategy, execution commitments, and field safety inspections

  • Expertise in interpreting HSE plans, policies, and regulations

  • Knowledge of root cause analysis (RCA), data-driven decision making, and HSE risk analysis & reporting

  • Experience with PTW systems of work and approval controls

  • Excellent communication skills, with the ability to discuss safety concerns and solutions with teams of various technical and educational backgrounds
