About the Organisation

Uganda Protestant Medical Bureau (UPMB) is the coordinating body for the Protestant Health Services in Uganda. UPMB is a network of 317 faith-based health institutions in Uganda. Founded in 1957 to serve as a liaison between the Government of Uganda, donors and member hospitals, UPMB now serves as a National umbrella organization with a wider mandate and membership from all over the country.

The Uganda Protestant Medical Bureau (UPMB) was founded in 1957 as a registered faith based Non-Governmental Organization under the Trustees Incorporation Act (CAP 165) as Registered Trustees of the Uganda Protestant Medical Bureau. UPMB brings together Protestant Churches in Uganda involved in Provision of Health Services. It serves as a link between Government and / or Development Partners and UPMB-Member Institutions and provides support to its members through capacity strengthening, coordination, lobbying and Advocacy, public relations and translation of government policies.

Job Description

The Internal Audit Assistant shall assist the Head of Internal Audit in the independent and objective evaluation of UPMB Secretariat, its Regional offices, programs and Sub grantee financial systems, processes, compliance, risk management and internal controls. S/he will carry out audits, reviews and investigations to deliver opinions on the effectiveness of the controls and risk framework operating across UPMB & its partners.

Duties, Roles and Responsibilities

Key Duties and Responsibilities:

  • Review UPMB’s financial and accounting systems, to ensure that they are adequate, effective and conform to the set standards.

  • Inspect/examine organization’s Accounts to ensure adherence to financial reporting standards, regulations, policies and procedures.

  • Perform Sub grantee financial and donor compliance reviews.

  • Identify and report process improvements value added observations for audited units that help enhance operational effectiveness, service quality and efficient use of resources.

  • Ensure adequate documentation is maintained to substantiate all audit related issues in all sections of the Organization.

  • Prepare audit reports in an efficient, timely and concise manner.

  • Assist the Head of internal Audit in drafting periodic management and Board Audit Committee reports.

  • Carry out special audits and adhoc investigations as assigned by the Supervisor

  • Conduct follow-up activities to make sure audit findings are completely resolved.

Qualifications, Education and Competencies

Qualifications, Skills and Experience:

  • A bachelor’s degree in business administration, Finance, Accounting , IT, or other relevant field from a recognized University.

  • At least Level 2 of ACCA/CPA (U) is required

  • Membership to the Institute of Internal Auditors of Uganda will be an added advantage.

  • Hands on experience in data analytics and IT audits and investigations will be an added advantage.

  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.

  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

  • Excellent communication skills, initiative, the ability to meet tight deadlines and work independently is essential.

  • This position entails 50% travelling time within UPMB’s implementation sites across the country.
