About the Organisation
The East African Crude Oil Pipeline Project (EACOP) is a pipeline that will transport oil produced from Uganda’s Lake Albert oilfields to the port of Tanga in Tanzania where the oil will then be sold onwards to world markets. The pipeline is buried and once topsoil and vegetation have been re-instated people and animals will be able to cross freely anywhere along its length.

Job Description
The job holder assists and supports, within the Field Operation team for all the maintenance
and inspection activities related to the ICSS (Integrated Control and Safety Systems),
Instrumentation and Telecom of the future EACOP facilities. He is responsible for all aspects
related to ICSS and Instrumentation during the maintenance and inspection engineering
phase and shall bring assistance on this subject as and when required. During operation, he
will support the maintenance needs of instrument, ICSS, and telecom including associated
services company and contracts.
. PI system Administrator for Field Operations. Manages PI sustenance and development to
adequately cover rotating equipment, metering, and other requirements.
. OPEX: Cooperate with MAN head in terms of budget management for studies, ISS and
modifications related to Service.
. Develops periodic reporting activities of the Discipline and follow them.
. The job holder will pay particular attention to the identification and the right definition of the
performance standard of the Safety Critical Element in his perimeter.
Operations:
. Recommends diagnosis & corrective actions related to major malfunctions and failures.
Comments Contractor action plan and assess CONTRACTOR competencies and process to
solve major malfunctions and failures. Support CONTRACTOR if required.
. The job holder is also accountable for demonstrating individually an exemplary behaviour
regarding HSSE rules & requirements, and for ensuring their application within his scope
of responsibility.
. Organizes and maintain instrument equipment database. Guarantee the quality of activity
reporting, particularly though CMMS.
Management:
. Reliability: Responsible of COMPANY reporting regarding reliability improvement as a
continuous practice to maximise plant availability; identify improvement opportunities in
organization, facilities availability, and technical costs; represent progress in reliability
meeting.
. Ensures Instrumentation, ICSS and Telecom support teams cover the obligations in term of
maintenance strategy update, performance monitoring, contract, and stock strategy. Define
priorities to focus on delivering values matching with Field Operations Objectives.
. Produces, reviews guidance documents, procedure, standard related to his perimeters.
. Follow KPI’s defined and attend / prepare for meetings, update dashboard upon
requirement, provide action plan for reliability meeting...
. Follows ICSS major maintenance & Update.
. Ensures implementation of operation and maintenance strategy based on FO objectives.
Ensure management system is up to date and in line with the Area performance objectives.
Recover any REX from Area and analyse KPI to set-up maintenance strategy accordingly.
. Develop positive and constructive relationships with contractors and suppliers. Identify
opportunities to improve contractor/supplier performance, reduce costs and improve the
quality of services/products supplied.
. Assess and audit CONTRACTOR procedure managing material repair in workshop are well
implemented to secure reliable tracking system, follow-up, and progress.
. Act as technical discipline focal point on specific project/work scopes and contracts,
taking a lead role in the involvement/co-ordination of, and interface between, site/ teams/
contractors ensuring effective communication and understanding between appropriate
parties.
. Ensures CONTRACTOR stock management by technology in line with criticality study,
capability to repair and availability objective.
. Optimization: Review and challenge CONTRACTOR maintenance plan on instrumentation
and ICSS and do proposal to reduce downtime and cost to optimize cost VS running hours.
Engineering Studies
. Proposes solutions to optimize the operating cost.
. Secure life cycle management of equipment / packages; implement studies and action plan
to secure maintainability of the plants (obsolescence).
. Consolidates ICSS & instrumentation part of Software Modification workflow issued by site
dealing with ICSS and instrument discipline.
. Responsible for implementing and sustaining all cybersecurity solutions to guard industrial
network against cyber-attacks.
Duties and Responsibilities
DUTIES & RESPONSIBILITIES
In the context of teamwork and in the field of maintenance:
Regular site visits.
Shares and provides reliability analysis, optimization, and availability of equipment in line
with the production objectives.
Adequate maintenance plans for related equipment and evidence of execution via CMMS
Adequate material replenishment plans and effective liaison with C&P to always ensure required stock levels.
Prepares and manages Contract technical need for the Maintenance contract team to implement on time in line with operation readiness planning.
Effective execution of assigned contracts.
Defines maintenance policies and ensure international rules and standards followed according to his disciplines.
Availability, reliability, and obsolescence management of Instruments/PLC/ICSS/Metering systems.
Participates and updates REX and recommendation for future contract as EACOP strategy.
Participates to contractor and subcontractor audits.

QUALIFICATIONS / EXPERIENCE REQUIRED
Academic Qualifications:
Experience in industrial maintenance (over 8 years) and maintenance methods.
Engineering Bac +5 level with specialization in ICSS or Instrumentation, or equivalent proven experience (Engineer)
Experience in team management.
Very good knowledge of Instrumentation and Fundamentals of Legal Metrology in metering of petroleum products.
Industrial information security system training.
ERB Registration as a Professional Engineer.
Reliability, autonomy, analytical, organizational capacity, and leadership.
Sense of method, flavor analysis, rigor, and organizational skills.
Proficiency in English, both spoken and written.
Experience Required:
