Job Description
Job Title: Human Rights Officer/Compliance Officer
Organisation: Sinopec (Uganda)
Duty Station: Buliisa, Hoima Uganda (Tilenga Project Sites)
Priority: Candidates from Project Affected Area are preferred, namely, Hoima, Nwoya, Buliisa,.Masindi and Pakwach
Duties, Roles and Responsibilities
Grievance and concerns management – investigate, resolve or escalate concerns
Human Rights audit, worker interviews and inspections
Human rights awareness / inductions and toolbox
Reporting on human rights
Implement both SINOPEC and subcontractor social investment programs in community
Identify social management obligations and controls
Designing and implementing an assurance framework.
Support development and continuously improve systems, procedures and processes tailored to mitigating/managing risk
Backstop the Social Affairs Officer
Support the CLO during their absence
Assess monitor and evaluate contractor/subcontractor social management programs and ensure they’re aligned with Company requirement

Qualifications, Education and Competencies
Bachelor’s degree in Social Sciences, Anthropology, Human Resources or related field with at least 3 years of relevant experience.
NGO/governmental experience is preferred
Good communication and interpersonal skills, with ability to develop and maintain good relationships with both internal and external stakeholders
Knowledge of the project areas local language is preferred: Alur, Acholi and Rugungu.
