Job Description
The HR & Training Manager is responsible for developing and implementing HR policies, aligning practices with BRAC’s strategic objectives, and cultivating a positive workplace culture. They will lead the full cycle of HR activities, including recruitment, training, payroll, compliance, and benefits administration. The role involves partnering with senior management to offer strategic advice and HR solutions. A key part of this role is also promoting staff wellness and upholding safeguarding standards to ensure a safe work environment for all.
Duties, Roles and Responsibilities
Develop, update, and implement HR policies and handbooks.
Provide advisory on HR policies, labor law compliance, and staff relations.
Manage recruitment processes and onboarding in collaboration with hiring managers.
Oversee employee benefits and ensure timely renewal and SLA adherence.
Administer accurate and timely payroll in line with statutory regulations.
Supervise HRIS management and employee records.
Lead performance management and appraisal systems.
Conduct compensation benchmarking and salary surveys.
Manage HR departmental budgets and training programs.
Oversee disciplinary and grievance processes and investigations.
Promote organizational culture that reflects BRAC values.
Advise on restructuring, team building, and change management.
Ensure safeguarding of all employees and stakeholders.

Qualifications, Education and Competencies
Education:
Bachelor’s Degree in Human Resources Management or related field (Master’s preferred).
Experience:
At least 5 years with an international NGO or equivalent organization.
Minimum of 4 years at a senior HR level.
Skills & Competencies:
In-depth knowledge of Rwanda labor laws and HR practices.
Strong leadership, people management, and communication skills.
High integrity, confidentiality, and ethical standards.
Proficient in Microsoft Office, Google Workspace, Skype, and Zoom.
Strong planning, organizational, negotiation, and relationship-building skills.
Ability to work under pressure and meet tight deadlines.
Advanced Excel and PowerPoint proficiency.
