Job Description
Job Title: Human Resource Officer
Organisation: Uganda Electricity Transmission Company Limited (UETCL)
Duty Station: Kampala, Uganda
Reports to: Senior Human Resource Officer
Duties, Roles and Responsibilities
Support the development and implementation of HR initiatives and systems.
Prepare staff payroll order forms to effect changes on payroll e.g. transfers, change in salary, changes in bank accounts, deletions, promotions etc.
Provide support in developing job descriptions, keeping them updated with evolving requirements, and posting job requisitions.
Handle employee inquiries and concerns regarding HR policies, benefits, payroll, and other related matters, providing timely and effective resolution·
Assist with employee relations activities, including conflict resolution, disciplinary actions, and grievance procedures, while promoting a positive and inclusive work environment.
Maintain employee records (attendance, leave data, staff lists etc.) according to policy and legal requirements
Review employment and working conditions to ensure legal compliance.
Support HR Manager in special projects, initiatives, and HR-related administrative tasks as needed.

Qualifications, Education and Competencies
University Degree in Human Resource Management, Social Sciences, Business Administration (Management) or related fields.
Should have at least 3 years’ working experience in human resource.
Must demonstrate significant knowledge and experience handling activities of the Human Resource function.
Working knowledge of and experience in local labour and employment laws and legal resources.
Ability to analyse and interpret numerical data and processes
Ability to maintain the highest degree of discretion and confidentiality of HR information.
Experience using Human Resource Management System will be an added advantage.
Ability to work independently as well as in a team environment.
A person who is highly motivated and innovative.
Membership to the Human Resource Managers Association of Uganda is an added advantage
