Job Description
Job Title: Human Resource Officer/Administrator
Organisation: Nile Vocational Institute
Duty Station: Njeru, Jinja, Uganda
To be responsible for setting systems to effectively manage HR function, administrative and logistical support in line with institute policy. Position provides timely updates and guidance to management.
Duties, Roles and Responsibilities
Manage staff recruitment process, entry and settlement/retention and exit and ensure recovery of all institute property. This includes managing interviews, orientations and inductions
Guide staff and management relations and facilitate clear communication directly or through staff representatives.
Organize staff and management meetings and prepare accurate minutes.
Set up system for performance management of human resource. This includes coordinate and lead performance planning, reviews and evaluation.
Lead and coordinate appraisal feedback process and follow up on implementation of appraisal recommendations.
Lead staff training and development initiatives in the institute.
Establish system to generate monthly level of effort of staff. This includes tracking staff duty attendance, performance and managing leave.
Set up staff information data base and guide in timely renewal of contracts, probations, confirmations, end of contracts etc.
Establish system to effectively manage fleet and staff travels.
Responsible for update and confidential storage of staff personnel information.
Execute public relations function in and out of the institute in liaison with the DDF&A.
Develop strategies on viable staff motivation schemes and advise management accordingly.
Advice management on Corporate Social Responsibility (CSR) activities as and when required.
Effective supervision of line staff for maximum output.
Support team in executing short term tasks.

Qualifications, Education and Competencies
A Bachelor’s degree in Human Resource Management as core, Social work & Social Administration,
Post graduate diploma is added advantage
At least 5 years of office management and administration experience in tertiary education.
Competencies
An understanding of relevant government laws and policies relating to
Human resources.
Proven integrity, good communication and presentation skills, and excellent information management skills.
Patient and firm decision maker
High personal integrity and proven proficiency
