Main Purpose of the Job:
The HIV Prevention Advisor is responsible for the coordination of HIV Prevention interventions to accelerate epidemic control by reducing new infections in the targeted population, especially among men, adolescents, and youth, and, more broadly, address underlying causes and drivers of their heightened risk and vulnerability to HIV. S/he will ensure harmonized and aligned HIV prevention technical assistance and support to the Acholi & Ankole region and Communities within the Program supervised under the HIV Prevention Manager.
Key Outputs
Effective Planning, coordination, implementation and reporting of HIV prevention interventions including HIV testing services, Voluntary medical male circumcision, key & priority population programming, Sexual & gender-based violence among others ensured
Technical support provided in distribution and utilization of systems, tools, job aids, IEC materials as required for improving diagnosis and treatment of HIV services, infection prevention, monitoring and supervision.
Active Participation and representation of USAID LPHS Ankole and Acholi Activity in Stakeholder Collaborative meetings
Quality Improvement approaches in improving HIV Prevention indicators to contribute to ending the HIV epidemic by 2030 instituted
Weekly, Monthly and quarterly performance dashboards and narrative reports compiled and submitted.
Key Duties and Responsibilities
Provide leadership in the provision of technical support & assistance in accordance with Ministry of Health standards and guidelines for accelerating the implementation of evidence-based HIV prevention interventions with and for the target population sub-groups
Provide oversight, monitoring and evaluation of the effectiveness of the HIV prevention program activities supported by the Project
Lead the coordination of the Program and sub-recipients (CSOs) to scale up HTS, VMMC, , KP/PP and other prevention strategies and fostering multi-sectorial engagement and collaboration across partners for program scale up.
Coordinate and guide broader multi-sectorial HIV prevention programming addressing an integrated approach strategy for the development/design of plans and strategies addressing gaps in HIV Prevention indicators
Build Institutional and technical capacity of beneficiary Local Governments and Public Health Facilities through mentorships, coaching, trainings, and quality improvement activities aimed at provision of quality and integrated HIV Prevention interventions.,
Design, monitor and report on key activities related to scale-up of HIV/AIDS prevention interventions in the USAID LPHS Ankole and Acholi supported communities
Support roll out of the revised HIV Testing Services guidelines and implementation manual in supported facilities and Communities
Participate in planning, budgeting and procurement of services, supplies & basic equipment for HIV prevention and support conventional dissemination and use.\
Support the development, approval and implementation of work plans and budgets for Services.
Carry out performance appraisals for supervisees in time.
Perform Any other duties as may be assigned by your immediate supervisor.

PERSON SPECIFICATIONS: HIV Prevention Technical Advisor
Minimum Academic Qualifications:
A Master’s degree in Public health, Management Studies, or Monitoring and evaluation.
Bachelor of Medicine and Bachelor of Surgery (MBChB) or a related medical discipline.
Training in HIV/AIDS care and management is essential
A postgraduate degree in project planning and management, M&E will be an added advantage.
Minimum Experience and Exposure:
A minimum of five(5) years of experience in HIV/AIDS prevention work He/she should have knowledge in National and international HIV/AIDS declarations and National HIV/AIDS Prevention and treatment guidelines, policies, and procedures.
He/she shall have vast technical knowledge in Quality Improvement, Impact evaluation and Program Planning and management.
Special Knowledge Required
Excellent organizational, leadership, decision-making, interpersonal, communication, supervisory and team-building skills.
Problem analysis and solving, strong interpersonal relations, conflict management, and program coordination.
Proficiency in computer skills especially in packages like Microsoft Word, Excel, Powerpoint, and Outlook.
Key Skills Necessary:
Ability to work with others and maintain compatibility among project staff, sub-contractors, consultants and the community leadership, Ability to work with minimum supervision, Team player with the drive as an initiative, Familiarity with decentralized public health systems, Willingness to work in rural settings.
