Job Title:  Head of Research, Development and Innovation, Planning, Monitoring and Evaluation

Job Summary: To provide strategic leadership in the development of long-term plans and establishment of strategic initiatives and ensure they are well mainstreamed

Duties, Roles and Responsibilities

Strategy and policy development (10%)

  • Leads the development of client’s strategic vision and mission for the Ministry

  • Leads in the design and formulation of the church strategic, development plans and programs;

  • Develops the monitoring and evaluation framework for the ministry activities

  • Develops standard operating procedures and forms for planning, research, monitoring and evaluation

  • Develops policies and procedures related to planning, research and development

  • Develops project governance, processes and systems for project implementation

Outcomes

  • Up-to-date strategic plan

  • Project plans

  • Policies and procedures related to planning, research and development

  • Standard operating procedures for planning, research, monitoring and evaluation


Strategic Planning (20%)

  • Leads the design and formulation of annual operational plans and programs;

  • Guides the implementation of the strategic plan of the church and its other ministries.

  • Provides technical guidance to line managers in the development of annual operational plans

Critical Outcomes

  • Annual procurement plan developed and updated

  • Cost savings realised with acceptable standard of supplies and services

  • Performance indicators for monitoring in place

  • Up-to-date list of prequalified suppliers of goods, services and works


Conduct research and development to inform new projects and initiatives (20%)

  • Ensures research related to church projects is conducted based on market conditions in the country, including analysis of official published data

  • Ensures research protocols and concepts related to new initiatives are prepared based on established guidelines

  • Ensures research and development for activities are done to meet organizational needs and to capitalize on potential new opportunities

  • Ensures multi-disciplinary teams are composed to conduct research on new strategic initiatives

Critical Outcomes

  • Research reports

  • Project concepts and designs

  • Research protocols approved by appropriate authorities

  • Effective team management


Implementation of strategic initiatives (20%)

  • Leads in policy implementation and leadership decisions relating to the strategic initiatives across different ministry arms;

  • Manages the R&D teams, architects, engineers and other technical teams s to ensure projects are well designed and that design intentions are clear and met

  • Ensures value for money in the preparation of project cost estimates and the documentation for contract bids

  • Maintains record of all existing and planned projects

  • Ensures tender documents for projects and valuations are well prepared

  • Ensures that the appropriate project team leads address quality, safety, health and environment issues.

  • Ensures compliance of specifications of contracts to quality standards and relevant regulations including national building regulations and housing policies

  • Conduct site visits and ensures all project contracts are well managed and delivered to agreed standards

  • Monitors and evaluate project against set and approved targets which include planning implementation, tracking construction process and progress

Critical Outcomes

  • An up-to-date annual projects plan

  • Up-to-date database of church projects

  • Design intentions are clear and met

  • Project designs signed off and approved

  • Compliance with established standards

  • Value for money

  • Quality projects established and mainstreamed


Lead the monitoring, evaluation and reporting on performance (20%)

  • Ensures regular measurement and assessment of performance for more effective management of development results of the church’s programs

  • Provides guidance to management in monitoring performance and ensures that the institutional performance evaluation management and feedback process is applied to all departments;

  • Conducts perform feasibility analysis, identifies critical issues, policy gaps, and facilitate policy implementation in priority areas across departments;

  • Responsible for policy implementation and management decisions relating to the strategic initiatives;

  • Coordinates the planning and implementation of activities to build M&E capacity within the ministry

  • Coordinates the preparation of progress and annual reports, and follow up and constant monitoring and evaluation of completion of planned activities and budget execution

  • Ensures the review of the church strategic and operational plans are conducted as planned

  • Ensures documentation and sharing of lessons learned and best practices annually

Critical Outcomes

  • Quarterly and annual Performance reports for the ministry

  • Baseline/feasibility reports

  • Review reports of the strategic plan

  • Documentation of lessons learnt and best practices

  • Best practice workshops conducted annually


Human resource management and development (5%)

  • Ensures new staff in the department are properly oriented and performance standards well explained

  • Ensures all staff in the department have clear performance standards and are appraised a per the human resource policy

  • Trains, coaches and mentors’ staff in the department to deliver high performance

  • Prepares a schedule of annual leave appropriately and ensure adequate security cover at all times

Critical Outcomes

  • Staff performing to the expected standards

  • Work plans accomplished as per the schedule

  • Staff appraisals completed in time and feedback given


Preparation of Reports on projects and Activities (5%)

  • Prepares Reports in line with the organization’s reporting guidelines to management

Critical Outcomes

  • Timely submission of reports

Qualifications, Education and Competencies

  • Master’s Degree in Economics, Planning, Management,

  • 10 years of working experience in a large organization in a similar role

  • Computer literacy in MS office, MS project and database management
