Job Description
Job Title: Head of HR Operations, Governance & Reward
Organisation: ABSA Bank
Duty Station: Kampala, Uganda
Reporting to the Director, Human Capital Function, the role holder(s) will be responsible undertaking all the Provide HR operations Services locally to employees and business Functions
Administration of salary and benefits for all Absa Bank Uganda employees
Custodian of all personnel records including employee database, files and other documentation
Responsible for the maintenance of HR Operations processes/policy and HR standards within
Duties, Roles and Responsibilities
Build and develop the HR Team
Manage the HR operations team to ensure effective delivery of centralized HR process
Recruit, induct, and develop a high performing team by embedding formal performance development and informal coaching.
Encourage frequent knowledge sharing between team members
Agree performance objectives and standards, ensuring all individuals have Performance Development plans are in place to enhance the capability of staff
Monitor individual performance, providing feedback, coaching, reward and recognition as appropriate
Ensure HR administrative activities are delivered in accordance with agreed service levels
Manage issues and complaints relating to the team
Manage workflow within the team, forecast changes and schedule resources
Identify skills gap and set training and development sessions
Monthly HR Operations meetings with team
Operations team 1:1 sessions
Motivate direct reports
Payroll management
Ensure timely processing of payroll by ensuring set deadlines are adhered to
Check, verify and sign-off monthly payroll prior to processing to ensure that it is processed in line with laid down procedures.
Liaise with Finance to ensure regulatory deductions (PAYE & NSSF) are remitted according to set deadlines.
Sign-off on reconciliation prepared by Payroll Manager on a monthly basis to ensure that errors are corrected and that no significant issues arise.
Extract and review payroll reports on monthly
Monitor changes in national employment and tax legislation and ensure implementation
People experience And Service Management
Ensure delivery of services to People Function customers according to Service Level Agreements
Ensure feedback is compiled and oversee continuous improvement driven within HR
Ensure comprehensive operational processes are in place (documented), reviewed, communicated and adhered to
Implement the required mandatory management controls and ensure that they are understood and adhered to by all staff within the team.
Manage workflow within the team, forecast/anticipate changes and schedule resources to cope with unexpected work levels
Ensure the effective use, control and maintenance of Workday and Payroll (VIP)
Carry out annual Business Continuity Management
Monitor regulatory and statutory requirements affecting the People Function environment
Participate HR Operations Forums
Approve all staff loans and credit cards applications
Signoff all visa and recommendation letters
HR Process Implementation
Champion the implementation of HR process change
Regularly review workload, productivity and resourcing levels to identify process inefficiencies
Ensure that HR process maps are update
Stakeholder management
Management of the relationship with third party suppliers that is pre-screening agency medical, WC, GPA.
Manage relationship with the People Experience team, Governance and Head of HR Operations
Clarify People Function processes to heads of Functions and line managers
Risk, Governance and Regulatory affairs
Undertake yearly reviews of existing people policies and appropriate sign-off
Facilitate all documentation and administrative procedures with local authorities
Assist Country People Function Leadership Team to deliver best practice with respect to governance, control, processes, procedures
Support Country People Function team’s skills with regards to people risk, remediation plans, processes and controls
Oversee the annual review and testing of the People Function Critical Process Assessments and track remediation actions until closure.
Ensure all People processes are complaint
Monitor adherence to the People Function Governance control framework undertaking regular People Function Snap-checks as per snap-check schedule, track and monitor closure of issues identified
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards. Understand and manage risks and risk events (incidents) relevant to the role

Qualifications, Education and Competencies
Bachelor’s degree preferably in Human Resources, or organizational Psychology
Post Graduate or Masters Degree is Desirable
A minimum of 5 years in Human Capital
2-3 years in handling Reward, Governance and People Experience
Essential
Broad knowledge of general HR policies and practices to ensure recruitment strategy and policies are complimentary to business/HR strategy and goals.
Experience in a dynamic complex multi-disciplined business environment where change is constant and demanding
Understanding of HR services provision and HR customer services.
Detailed understanding of the techniques to assess and remediate actual practice to ensure compliance across a range of governance standards e.g. Principal Risk Reporting, Risk and Control Assessments
Knowledge and skills:
Service provision and management
Proven HR assessment and audit skills
Knowledge of Social Security and Tax regulations is essential.
Risk and Governance.
Innovative problem solving – ability to challenge the status quo and drive change in behaviours, HR process and instill a culture of governance adherence.
Highly developed influencing and communication skills with the ability to demonstrate a range of styles and techniques in leadership and communications, including coaching and mentoring
Understanding of Pension regulatory policies and Pension Administration.
Organization and prioritization skills
Comprehensive knowledge of the Staff policies and procedures
Awareness and knowledge of labour and employment legislation
Understanding of the bank’s staff allowance entitlements
Detailed understanding of the business and a broad knowledge of Bank strategies as they relate to HR
Competencies:
Knowledge of FCR, SAP, VIP, Workday
Reconciliation and GL management
Microsoft skills
Thoroughness and attention to detail
Meeting customer needs and managing relationship
Ability to work on own initiative
Excellent Interpersonal skills
Ability to work without supervision
