The Ministry of Water and Environment’s Mission is to enhance quality of citizen’s life by improving access to safe water and sanitation services through infrastructure development and capacity. The Government of Uganda has received financing from the World Bank towards the cost of the Investing in Forests and Protected Areas for Climate Smart Development (IFPA-CD) Project.
Job Summary: The MWE now invites suitably qualified individual consultants, with qualifications and experience as detailed in terms of reference to apply for the position of Environmental Risk Management Specialist for the above project. The successful candidate/ consultant will be required to commence work as soon as he/she is selected. The assignment shall be for a period of two years subject to probation period of six months, and is renewable subject to satisfactory performance.

Risk Assessment

  • Environmental Impact Analysis: Conduct thorough environmental impact assessments to identify potential risks associated with the organization's operations.

  • Site Inspections: Perform regular site inspections and audits to ensure compliance with environmental regulations and standards.

  • Data Collection: Gather and analyze environmental data, including air, water, and soil quality samples.


Risk Mitigation

  • Mitigation Strategies: Develop and implement risk mitigation strategies and action plans to address identified environmental risks.

  • Regulatory Compliance: Ensure compliance with all relevant environmental regulations, laws, and standards at local, state, and federal levels.

  • Incident Response: Develop and implement emergency response plans for environmental incidents and spills.


Reporting and Documentation

  • Reporting: Prepare detailed reports on environmental risk assessments, findings, and mitigation efforts for internal and external stakeholders.

  • Documentation: Maintain accurate and up-to-date records of environmental compliance activities and incidents.

  • Regulatory Submissions: Prepare and submit necessary documentation to regulatory bodies as required.

  • Degree: Bachelor's degree in Environmental Science, Environmental Engineering, Risk Management, or a related field. A Master's degree or additional certifications (e.g., Certified Environmental Professional, Certified Hazardous Materials Manager) is a plus.


Experience

  • Experience Level: 3-5 years of experience in environmental risk management, environmental compliance, or a related field.

  • Industry Experience: Experience in the industry relevant to the organization (e.g., manufacturing, construction, energy) is advantageous.

  • Track Record: Proven track record of successfully managing environmental risks and ensuring regulatory compliance.


Skills and Competencies

  • Analytical Skills: Strong analytical skills to assess and interpret environmental data and risk factors.

  • Technical Knowledge: In-depth knowledge of environmental regulations, standards, and best practices.

  • Communication Skills: Excellent written and verbal communication skills for preparing reports and conducting training sessions.

  • Problem-Solving: Ability to develop effective risk mitigation strategies and solve complex environmental issues.

  • Project Management: Strong project management skills to oversee risk assessment and mitigation projects from start to finish.

  • Technical Proficiency: Proficiency with environmental monitoring and data analysis tools, GIS software, and Microsoft Office Suite.
