Baylor College of Medicine Children’s Foundation-Uganda (Baylor – Uganda) is a child health, not – for – profit NGO committed to delivering high quality, high impact and highly ethical paediatrics and family HIV&AIDS prevention, care and treatment services, health professional training and clinical research in Uganda. It is affiliated to Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) based at Texas Children’s Hospital in Houston, Texas, USA. It emerged from a technical capacity building support and partnership between BIPAI, Mulago Hospital Paediatric Infectious Diseases clinic (PIDC) and Makerere University Department of Paediatrics and Child health in August 2003. PIDC existed since 1988 as a Mulago hospital clinic offering Paediatric HIV&AIDS services. In November 2004, PIDC was officially initiated into the BIPAI network at their annual networking meeting in Gaborone, Botswana. In 2005, BIPAI signed memoranda of understanding with Ministry of Health, Mulago Hospital and Makerere University Department of Paediatrics and child health to support the expansion of paediatric and adolescent HIV services in Uganda. It was then that Baylor College of Medicine Children’s Foundation – Uganda (Baylor – Uganda) was formed and registered as a Non-Government Organization.
Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organisation affiliated to the Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres of Excellence and international program offices in 11 countries across Africa and Eastern Europe.

Job Description
Job Title: DREAMS Program Officer
Organisation: Baylor College of Medicine Children’s Foundation -Uganda (Baylor-Uganda)
Duty Station: Mityana, Uganda
The overall purpose of this job is to ensure project planning and management, coordination of quality and effective referral system for social and clinical-based services, organizational learning, reporting and documentation in the implementation of the DREAMS activities. Also provide technical leadership in the design and implementation of the community-based approaches to mobilize and engage, empower to access and utilize social and clinical HIV prevention services.
Duties, Roles and Responsibilities
Effectively lead and plan DREAMS activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
Lead identification and enrollment of eligible AGYW in the DREAMS program the following donor guidance.
Ensure AGYW enrolled in DREAMS are fully layered in accordance with the Uganda DREAMS layering table.
Develop periodic, disseminate and track work plans (annual and quarterly) for the implementation of the DREAMS project activities in the SNU.
Supervise all community-based demand creation activities for HIV diagnosis to identify negative AGYW and link them to social support (peer) groups and platforms to access HIV prevention services
Compile and submit timely periodic progress reports to inform planning and decision making.
Participate in the development and review of reporting formats/tools/ SOPs to enable comprehensive documentation of project achievements and adherence to standards.
Participate in health workers, HRH and other stakeholders through capacity building to provide quality DREAMS services through CMEs, mentorship and technical support supervision
Provide technical support supervision to Nabagereka Development Foundation (NDF) during implementation of SASA!.
Prepare success stories/ CQI and briefs on innovation/best practices and project learning and experience sharing.
Ensure regular follow up and documentation of Viral load suppression status of all AGYW on ART.
Support DREAMS beneficiary assessments to track progress towards graduation.
Support functionality of the District Action Centres.
Participate in internal and CDC DREAMS weekly coordination and planning meeting.
Support implementation of the Community – Health Facility framework and active linkage and referral network with CSOs and different thematic.
Lead and monitor the compliance of the HRH DREAMS staff in within the SNU to ensure high quality DREAMS project implementation.

Qualifications, Education and Competencies
Bachelor’s Degree in Social Work & Social Administration or Public Health. A postgraduate Diploma in a related field will be an added advantage. Additional training in OVC Management, Child and Adolescent Counselling is required.
A minimum 3 years of experience in programs targeting AGYW, orphans and vulnerable children and/or adolescent girls.
Experience in facilitating HIV and Violence prevention curriculars, parenting/care giver programs, SASA, socioeconomic approaches and/or cash grants strongly preferred.
Previous PEPFAR DREAMS project experience is highly valued.
