Humanity & Inclusion is an international non-governmental organization. It was founded in 1982 to provide help in refugee camps in Cambodia and Thailand.
Humanity & Inclusion (HI) works alongside people with disabilities and individuals living in situations of poverty and exclusion, conflict and disaster.

Co-recipient of the 1997 Nobel Peace Prize, Humanity & Inclusion (the new name of Handicap International) is a 40-year-old independent and impartial organization working in situations of poverty and exclusion, conflict and disaster.

We work alongside people with disabilities and individuals experiencing extreme hardship, acting and bearing witness to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

HI in Uganda is currently implementing development and humanitarian interventions in six sectors/thematic areas: Livelihood, Mental Health and Psychosocial Support (MHPSS), Physical and Functional Rehabilitation, Inclusive Education, Inclusive Health, and Inclusive Humanitarian Action (IHA) to improve access and quality of services to the most vulnerable people including persons with disabilities promoting a more inclusive and harmonious society.


About PROSPECT Project:

In response to key issues impacting sexual and reproductive health and rights (SRHR) in West Nile, Uganda for adolescents, young people, and women and in line with the priorities of the Embassy of the Kingdom of Netherlands (EKN), Humanity & Inclusion is working within a consortium called ‘Protecting Sexual Reproductive Health and Rights’ (PROSPECT SRHR) project (consortium name subject to changes) led by the International Rescue Committee (IRC). IRC together with its partners, a team of experienced, specialized consortium partners – Word Vision (WV), Reach A Hand Uganda (RAHU), and Humanity & Inclusion (HI), as well as strategic partner Open Capital Advisors (OCA) – have designed a holistic, evidence-based approach to tackle these issues, aiming to ultimately improve the SRHR and social wellbeing of 1,147,105 adolescents, young people, and women of a reproductive age by reducing preventable maternal deaths, teenage pregnancies, sexual and gender-based violence (SGBV), child marriage and new HIV infections in West Nile, Uganda. HI will be the Disability inclusion lead for the PROSPECT-SRHR consortium. Its activities will include mainstreaming disability in all consortium partners activities as well as conducting direct activities including training and mentoring of various stakeholders as well as supporting Organizations of Persons with Disabilities to play a meaningful role throughout the four years PROSPECT SRHR project.

Job Description

Job Title:   Disability Inclusion Project Officer (3 Job Vacancies)

Duty Station:  Yumbe, Adjumani and Terego, Uganda

Reports to: Project Manager

Length of Contract: 08 months with a possibility of extension

Start Date: February 2025

Duties, Roles and Responsibilities

Mission 1: Operational implementation

Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks

  • Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the support services and the technical unit.

  • Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager.

  • Conduct training, workshop and awareness raising sessions in regard to disability, SRHR, gender amongst other topics in collaboration with the HI PROSPECT-SRHR Capacity Building Officer.

  • Provide regular, on the job guidance to consortium partners in orders to increase the accessibility and inclusiveness of their services.

  • Ensure regular reporting of activities, and contribute to the internal and external reporting as requested by the project manager.

  • Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.

  • Contribute to the drafting of amendment requests when asked by the project manager.

  • Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners.

  • Ensure that project documents and information are properly archived.


Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning

  • Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.

  • Contribute to project evaluations at the request of the project manager, and ensure that project evaluation recommendations are followed.

  • Contribute to the setup and smooth running of accountability mechanisms.

  • Contribute to project learning.


Responsibility 3: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.

  • Collect and compile project-related data in the relevant database.


Responsibility 4: Contribute to the coordination of project teams

  • As authorized by the project manager, facilitate coordination meetings between the project teams and the support services located in the area when necessary.

  • Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.


Responsibility 5: Contribute to external project communication

  • Contribute to HI’s external influence by taking part in networks, when required. Communicate about the project to partners, authorities and stakeholders when relevant


Responsibility 6: Implement, facilitate and follow-up, on a daily basis, the project activities in accordance with the project implementation plans

  • Participate in development of project resource materials e.g. training manuals and adapted awareness raising materials, based on situational analysis results and technical team advice.

  • Plan and execute the required training events targeting partners, POs, health workers, government and other stakeholders on disability inclusion into service delivery.


Responsibility 7: Ensure compliance of activities implementation with HI quality standards

  • Conduct situational analyses to inform capacity building interventions developed for partners, DPOs, health workers and policy makers, in order to effectively integrate disability inclusion into their programming and service delivery systems.

  • Follow up cluster level activities to ensure they comply with the set standards and procedures related to provision of inclusive SRH services. Subsequently provide practical solutions or mentoring to partners to address the implementation gaps observed.

  • Prepare and submit monthly timesheets to Project Manager.

  • Facilitate cooperation and synergies with other HI teams (mutual planning and resources sharing).


Responsibility 8: Ensure administrative and financial management of the project. Together with support services:

  • Responsible for sharing and safeguarding HI institutional policies. Shared with partners, beneficiaries and community health workers. Report any incidences of violation for further investigations.

  • Ensure proper utilisation of project funds and materials respecting the HI fraud and corruption policy.

  • Ensure respect of internal and donor’s financial procedures (eligibility and flexibility rules);

  • Support the Program Manager towards fulfilling reporting needs with HI finance department.

  • Ensure respect of procurement and service provision procedures (logistics).


Mission 2: Emergency Preparedness and Response

  • Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/her team according to the humanitarian priority, in order to ensure a quick and efficient response by HI.


Mission 3: Ensure planning and field coordination of the project activities with internal and external stakeholders

  • Maintain conducive working relationships with consortium partners, health service providers, beneficiaries and other actors; to facilitate smooth project implementation.

  • Maintain a high level of knowledge and skills in the areas of SRHR and disability inclusion in programming and service delivery in order to effectively support partners improve the quality of their work through provision of equitable services.

  • Attend in house meetings including staff meetings and technical meetings with Project Manager and Technical team.

Qualifications, Education and Competencies

Education & Experience

  • Academic background within fields of Public Health, Social Sciences, Population Studies, Community health, Development Studies, Adult Education and other related fields

  • Experience in conducting training, workshop and mentoring sessions

  • Experience in establishing and maintaining working partnerships internally and externally.

  • At least 2 years’ experience working with disability inclusion related projects. Additional experience in SRHR, GBV or Education projects will be an added advantage.

  • Experience in research, project monitoring and evaluation.

  • Experience working on consortium led projects.

  • Familiarity with planning and executing advocacy campaigns

  • Knowledge of the Health Sector in Uganda

  • Fluency in English: written and spoken and strong writing skills.Knowledge of West Nile and its local languages as an added advantage

  • Familiar with MS Office (Word, Excel, PowerPoint) and internet

  • Ability to work with close deadlines and with minimal supervision

  • Strong interpersonal and multi -cultural skills

  • Good communication and networking skills

  • Willingness to become a Disability Champion.
