JSI Research & Training Institute, Inc. is seeking a Director Monitoring, Evaluation and Learning (MEL) for a five-year USAID-funded U.S. President's Malaria Initiative Uganda Malaria Reduction Activity (PMI-MRA). PMI-MRA aims to improve the survival and well-being of Uganda's most vulnerable pregnant women and children in selected regions. The Activity will work with the Government of Uganda to improve technical, managerial, financial, and leadership capacity at all levels of the health system.
Job Summary
The Director Monitoring, Evaluation, and Learning (MEL) is a full-time key personnel position and will be based in Kampala, Uganda. They will be responsible for coordinating the development and implementation of a performance management plan, tools, and matrices, including performance-monitoring criteria, and ensuring continuous monitoring of Activity progress. Primary responsibilities also include organizing and coordinating data collection and analysis and interpreting and reporting on Activity results to key stakeholders. They will work closely with and under the direct supervision of the Chief of Party and will directly supervise the MEL Manager and Communications Manager.
Responsibilities
Implement, continuously reflect on, and improve PMI-MRA's comprehensive M&E framework, including a MEL plan, Theory of Change, Learning Agenda, etc.
Monitor defined M&E indicators and establish additional metrics to assess Activity performance and inform programming; ensure data is collected, analyzed reviewed and utilized throughout activity implementation including community level data and provided to senior management team for decision making and CLA approaches.
Determine M&E functional responsibilities within PMI-MRA team and ensure that data management responsibilities are supported at district health offices for improved data quality, comprehension, and reporting.
Develop and implement technical support supervision plans in collaboration with the Senior
Malaria Technical Advisor/Deputy Chief of Party (DCOP), Director Community Resilience & Development (DCR&D) and Regional Program Coordinators and actively participate in regional and district performance reviews.
Provide routine and ad hoc support to regional MEL officers as and when required to ensure targeted M&E activities that respond to district and community needs.
Serve as the MEL focal point person and devise strategies with the technical and communication team to ensure consistency in the use of data and quality reporting.
Maintain Activity data collection, analysis and reporting tools and systems to routinely provide information on inputs, outputs, outcomes, and impact to ensure cost-effectiveness of select interventions. Strengthen surveillance of PMI-MRA and MOH to detect and rapidly respond to disease outbreaks.
Support subcontractors, CBOS (grantees), private sector, and local government partners to identify, monitor, and report high quality data, ensuring timely submissions.
Design M&E approaches and strategies for improved reporting at the community and facility levels.
Work with the DCR&D and Senior Malaria Technical Advisor/DCOP to devise strategies to increase support for community-level interventions and community oversight and improve the quality of malaria services at the community level, including reporting.
Work as part of PMI-MRA's senior leadership team, supporting MRA's strategic vision, ensuring collaboration between functional areas, and supporting effective implementation of activities. Review and synthesize data with the technical team to ensure incorporation of strategic information in all reports, technical deliverables, and presentations to external stakeholders.
Responsible for technical quality, attention, and ownership over quality of internal and external products, especially weekly, monthly, quarterly, and annual reports to USAID/PMI by ensuring quality, clear and advanced data analyses are incorporated.
Supervise and assess the performance of staff under your management and provide leadership to the Activity's MEL department.
Ensure that in your line of duty, you are aware of child safeguarding principles and guidelines and apply it in your day-to-day roles as you interact with communities and children.
Ensure promotion of safe child practices and mitigation, prevention, and reporting of violations of children to ensure compliance; and provide orientation of regional teams in Child safeguarding best practices especially in solicitation of consent in
research and photography for the Activity.
Travel estimated at 30-40%.
Carry out other tasks as assigned by the Chief of Party.

Qualifications
Advanced degree in Health and/or population sciences/ statistics from an accredited university.
Training in Monitoring and Evaluation from a recognized institution
Minimum of 10 years of similar relevant experience working in developing country settings in international health projects in a technical leadership capacity, preferably several years with U.S. Government-funded projects.
Demonstrated applied skills in M&E methods and use of data for service strengthening projects/ programs.
Demonstrated experience in data analysis, report writing and oral presentation
Experiences in handling specific Health Information systems DHIS2, e-CHIS, DIS, ECDSS and other information systems.
Demonstrated leadership in working with other technical experts, consultants, partners, in M&E and research in the international community and at the host country level.
Ability to tailor data collection approaches to local needs, interests, and capabilities.
Experience and ability to lead technical research for health programming.
Demonstrated experience conveying M&E results to non-technical stakeholders and generating interest in the use of M&E data/results for programmatic improvements.
Strong managerial, teamwork and supervisory experience required.
Exceptional communication skills, particularly on data, in written and spoken English required.
