Job Description
The Digital Development Specialist will contribute to the design and implementation of World Bank-financed digital development programs in client countries, particularly Ethiopia, South Sudan, and other countries in the Eastern and Southern Africa region. Responsibilities include providing technical expertise in digital infrastructure, digital public goods (such as ID and cloud services), policy and regulatory reforms, and sector digitization. The role also entails working with multidisciplinary teams, offering strategic advisory support to government counterparts, developing analytical work and policy notes, and representing the World Bank in key digital development forums. The position falls within the Digital Transformation unit of the Eastern and Southern Africa department.
Duties, Roles and Responsibilities
Support the design, preparation, and supervision of digital development investment and reform programs.
Advise governments on strategies and best practices for digital economy development.
Provide technical expertise on telecom/ICT policy, regulatory issues, and digital inclusion.
Support digitization of public administration and services, including enablers like digital ID and cybersecurity.
Liaise with colleagues across sectors to integrate digital solutions in areas like education, health, and agriculture.
Contribute to analytical products, sector reports, and technical assistance activities.
Conduct economic and financial analysis for project design and implementation.
Prepare just-in-time technical support, especially for fragile and conflict-affected states.
Represent the World Bank in sector-specific events and maintain relations with key stakeholders.

Qualifications, Education and Competencies
Master’s degree in telecommunications, engineering, law, economics, public policy, or related field.
Minimum of 5 years of experience in ICT/digital economy policy, regulation, or implementation.
Strong analytical and strategic thinking skills related to digital technologies and innovation.
Technical and operational experience in developing digital transformation projects.
Familiarity with digital trends and business models in the African development context.
Strong client engagement, teamwork, and communication skills.
Ability to translate technical information for a broad audience.
Experience in fragile and post-conflict settings is a plus.
Knowledge of Ethiopia and the East/Southern Africa region is advantageous.
Fluency in English is required; knowledge of Amharic is preferred.
Willingness to travel.
