The Public Service Commission Kenya (PSCK) was established in 1954 as the Civil Service Commission by the British Colonial Government following the Holmes Commission Report of 1948. Initially, it served as an advisory body to the Governor on public appointments. At independence in 1963, it was enshrined in the Constitution and renamed the Public Service Commission. PSCK plays a central role in managing and transforming the public service for efficient service delivery and good governance in Kenya.

Job Description
This is a senior-level role requiring strategic oversight and coordination of urban governance policies and programs. The successful candidate will be responsible for developing and implementing urban management standards, coordinating stakeholder workshops, advising on urban governance, and ensuring the domestication of international urban development agendas. The role also includes the mobilization of resources and ensuring gender and social inclusion in urban projects.
Duties, Roles and Responsibilities
Review and implement urban management policies, strategies, and procedures.
Review and recommend draft regulations on urban governance.
Coordinate sensitization workshops for urban governance programs.
Lead dissemination of urban management knowledge aligned with national policies.
Facilitate on-the-job training for county governments and boards on urban management.
Promote gender mainstreaming and social inclusion in urban initiatives.
Review and recommend supportive plans, standards, and guidance for urban management.
Provide technical advice to national and county governments on urban matters.
Review and approve findings of research on urban management issues.
Coordinate advisory services on best practices in urban governance.
Promote innovation and technology use in urban management.
Ensure domestication of international urban development agendas.
Recommend and support implementation of joint urban projects between different government levels.
Mobilize financial and human resources for urban governance initiatives.

Qualifications, Education and Competencies
Served for a minimum period of three (3) years at the grade of Assistant Director, Urban Governance and Management & Resilience (CSG 7).
Bachelor’s degree in any of the following:
Land Economics, Building Economics, Architecture, Survey and Photogrammetry, Planning (Urban & Regional/Environmental), Engineering (Civil, Mechanical, Structural, Water and Sanitation) or any other related qualification from a recognized institution.
Sociology, Psychology, Social Development, or any other relevant Social Sciences from a recognized university in Kenya.
Registered member of a relevant professional body (where applicable).
Demonstrated technical and professional competence as evidenced by work performance and results.
