Job Description
The Deputy Director, Civil Servant Housing Scheme will lead and coordinate housing development programs aimed at providing affordable housing for civil servants. The successful candidate will oversee project planning, policy review, housing finance strategies, and engagement with development partners. They will manage housing assets, facilitate ownership transfers, and supervise loans issuance. The role also includes managing consultancy procurement, maintaining property documentation, and guiding a team of housing professionals.
Duties, Roles and Responsibilities
Plan, design, implement, monitor, and evaluate housing projects for home ownership and rental by civil servants.
Formulate, review, interpret, and implement civil servants housing policies.
Conduct research on housing demand among civil servants.
Develop and implement financing strategies for housing projects.
Facilitate ownership transfers and ensure safekeeping of leases and titles.
Translate project briefs into actionable development concepts.
Oversee procurement processes for consultancy services and construction works.
Engage and coordinate with housing development partners.
Facilitate issuance of loans to civil servants for house purchase or construction.
Maintain an updated inventory of housing assets.
Provide leadership, supervision, and capacity development to departmental staff.
Manage the department’s financial resources effectively.

Qualifications, Education and Competencies
Served for at least three (3) years at the grade of Assistant Director Housing (CSG 7).
A Bachelor’s degree in any of the following: Valuation, Property Management, Architecture, Landscape Architecture, Interior Design, Civil/Electrical/Mechanical Engineering, Land Economics, Real Estate and Land Administration, Building Economics, Estate Management, Sociology, Community Development, Statistics, Environmental Studies, or Geography from a recognized university.
Registered with a relevant professional body such as the Board of Registration of Architects and Quantity Surveyors, Engineers Registration Board, Institute of Surveyors of Kenya, Physical Planners Registration Board, Valuers Registration Board, or National Environment Management Authority Board.
Demonstrated high levels of professional competence, administrative capabilities, and initiative in the management of housing functions.
