Job Description

USAID/Uganda is seeking offers from U.S. citizens and U.S. Resident Aliens (currently residing
in Uganda and with a valid work permit) to provide personal services under contract as the
Deputy Development Outreach and Communications (DOC) Advisor – (Resident Hire –
USPSC).

Salary Range: $84,546 – $109,908, equivalent to GS-13.
Eligible Offerors are required to complete and submit all the required documents as detailed in
Section IV – SUBMITTING AN OFFER – of the solicitation document.

Duties and Responsibilities

  • The Deputy Development Outreach and Communications (DOC) Advisor is a key member of the USAID/Uganda Mission, responsible for planning, implementing, and evaluating strategic communications and outreach activities.

  • The DOC Advisor works closely with the Mission Director, the Development Objective teams, and the technical offices to ensure that USAID's programs and achievements are effectively communicated to the public, the media, the host government, and other stakeholders.

  • The DOC Advisor also oversees the production and dissemination of various communication products, such as press releases, success stories, newsletters, social media posts, and multimedia materials.

Qualifications and Competencies

To qualify for this position, applicants must have:

  • A bachelor's degree in journalism, communications, public relations, international development, or a related field.

  • At least five years of progressively responsible experience in communications, media relations, public affairs, or outreach, preferably in a development context.

  • Demonstrated skills in writing, editing, and producing high-quality communication products for diverse audiences and platforms.

  • Excellent oral and written communication skills in English.

  • Knowledge of USAID's policies, procedures, and programs, as well as the political, social, and economic context of Uganda.

  • Ability to work effectively in a team environment and under pressure and tight deadlines.

  • Proficiency in Microsoft Office applications and graphic design software.
