About the Organisation

The University that now sits on Banda Hill is one of Uganda’s largest public Universities established by the Universities and Other Tertiary Institutions Act 2001 and the Universities and Other Tertiary institutions (Establishment of Kyambogo University) instruments of 2003. It is a merger of the former Uganda Polytechnic Kyambogo (UPK), the Institute of Teacher Education, Kyambogo (ITEK), and the Uganda National Institute of Special Education (UNISE).

Job Description

Kyambogo University is the second largest Public University in Uganda. Since its formation in 2003, the University has established itself as one of the leading Universities in Uganda offering a number of academic programmes in line with vocational education, teacher training, hands-on engineering, special needs training, social sciences, pure and applied sciences, entrepreneurship and management that meet the market demands and development needs of the Country. The Strategic Focus Areas of the University include: Teaching and Learning: Research, Innovation and Knowledge Generation; Physicalfrastructure, Facilities and ICT Development, Institutional evelopment and Strategic Marketing.

Duties and Responsibilities

  • Strategic Planning: Develop and implement IT strategies, policies, and initiatives that support the organization's overall objectives and drive innovation, efficiency, and competitiveness.

  • IT Governance: Establish and enforce IT governance frameworks, standards, and best practices to ensure effective decision-making, risk management, and resource allocation.

  • Team Leadership: Provide leadership and direction to IT teams, including managers, engineers, developers, and support staff. Foster a culture of collaboration, accountability, and continuous learning.

  • Infrastructure Management: Oversee the design, implementation, and maintenance of IT infrastructure, including networks, servers, storage systems, and cloud environments. Ensure that infrastructure meets performance, scalability, and security requirements.

  • Application Development: Manage the development, deployment, and maintenance of business applications, software solutions, and digital platforms. Collaborate with business units to prioritize development projects and align IT initiatives with business needs.

  • Cybersecurity: Implement cybersecurity measures to protect against threats, vulnerabilities, and data breaches. Develop and maintain IT security policies, procedures, and incident response plans.

  • Budgeting and Financial Management: Develop and manage IT budgets, forecasts, and expenditure plans. Monitor IT spending, control costs, and optimize resource allocation to maximize ROI and achieve cost efficiencies.

  • Stakeholder Engagement: Build and maintain relationships with key stakeholders, including senior management, department heads, customers, and external partners. Collaborate with stakeholders to understand their needs, gather feedback, and address concerns.

  • Risk Management: Identify and mitigate IT risks, including technology risks, cybersecurity risks, and compliance risks. Develop risk management strategies and contingency plans to minimize the impact of potential threats.

  • Continuous Improvement: Drive continuous improvement initiatives to enhance IT processes, systems, and services. Foster a culture of innovation and agility to adapt to changing business requirements and technological advancements.

  • Compliance and Regulatory Affairs: Ensure compliance with relevant laws, regulations, and industry standards related to IT operations, data privacy, security, and compliance. Stay informed about regulatory developments and implement necessary controls and safeguards.

  • Disaster Recovery and Business Continuity: Develop and maintain disaster recovery and business continuity plans to ensure IT systems and services can recover quickly in the event of disruptions or disasters.

  • Reporting and Performance Metrics: Establish performance metrics, KPIs, and reporting mechanisms to monitor IT performance, measure outcomes, and communicate results to stakeholders.

  • Talent Development: Attract, retain, and develop IT talent through recruitment, training, mentoring, and professional development programs. Create opportunities for career growth and advancement within the IT organization.

  • Technology Assessment and Innovation: Evaluate emerging technologies, trends, and industry developments to identify opportunities for innovation and competitive advantage. Lead technology assessments and pilot projects to explore new solutions and methodologies.

Qualifications and Competencies

  • Education: A bachelor's degree in computer science, information technology, business administration, or a related field is typically required. A master's degree or MBA may be preferred for senior positions.

  • Experience: Extensive experience in IT management, including roles such as IT manager, project manager, or senior IT leader. Prior experience in a leadership or managerial capacity is often required for Deputy CIO positions.

  • Technical Skills: Proficiency in various aspects of IT infrastructure, systems development, network management, cybersecurity, and emerging technologies. Familiarity with enterprise software, cloud computing, data analytics, and IT governance frameworks is beneficial.

  • Leadership Abilities: Strong leadership and management skills to guide and motivate teams, drive results, and foster a collaborative and high-performance work environment.

  • Strategic Thinking: The ability to develop and execute IT strategies aligned with the organization's goals and objectives. Experience in strategic planning, budgeting, and resource allocation is essential.

  • Communication Skills: Excellent communication and interpersonal skills to effectively interact with stakeholders, senior executives, and cross-functional teams. The Deputy CIO must be able to articulate technical concepts to non-technical audiences and influence decision-making.

  • Problem-Solving Skills: Strong problem-solving abilities to address complex IT challenges, evaluate alternative solutions, and make data-driven decisions.

  • Project Management: Proficiency in project management methodologies and tools to oversee IT projects from inception to completion. Experience in leading large-scale IT initiatives, managing budgets, and mitigating risks is valuable.

  • Change Management: Experience in organizational change management and business process improvement initiatives. The Deputy CIO must be able to lead transformational changes in IT operations and drive adoption of new technologies and practices.

  • Vendor Management: Experience in vendor selection, contract negotiation, and vendor relationship management. The Deputy CIO may be responsible for evaluating third-party products and services, managing vendor contracts, and ensuring service level agreements are met.

  • Regulatory Compliance: Knowledge of relevant laws, regulations, and industry standards governing IT operations, data privacy, security, and compliance. The Deputy CIO must ensure that IT systems and practices comply with legal and regulatory requirements.
