Job Description

Job Title:   Data Analyst

Organisation: Heifer International (Heifer)

Duty Station:  Kampala, Uganda


Reporting to the Country Planning Monitoring, Evaluation and Learning Manager, the Data Analyst will work closely with Heifer Uganda program implementation staff to operationalize the Integrated Program Management System (IPMS), support development and roll out of related program databases and dashboards, digitization of data collection, data quality assurance as well as program quality audit and consolidated program reporting.


This role requires a deep understanding of qualitative and quantitative data analytics, statistical software, business intelligence tools (e.g. Power BI, Tableau), research and evaluation methodologies, and the ability to turn data into actionable insights, particularly data related to smallholder farmers (youth and women) in the agriculture value chains. The Data Analyst will collaborate with various departments to learn from the ongoing work and data being collected to enhance data-driven strategies and project designs.

Duties, Roles and Responsibilities

Database Development and Management (30%)

  • Provide technical support to enable field staff to use the IPMS and implement protocols and plans safely, ethically, and rigorously.

  • Support development and implementation of MEL centralized databases to ease data access, quality, and reporting.

  • Develop an integrated case management system with necessary registration and follow-up forms to track individual, household, and ecosystem-level program participants.

  • Ensure backend data quality controls are in place and functional.

  • Co-create, maintain, and disseminate dashboards to support evidence-based decision-making on program implementation and management.

  • Implement and enforce organizational data governance policies and procedures for data protection and security.


Data Quality Assurance (20%)

  • Lead data quality audits, data control, and management, in collaboration with the country PMEL Manager and the Director of Programs.

  • Ensure high-quality data collection and management and build staff capacity in data quality assurance.

  • Disseminate DQA results to management and program teams highlighting areas for scale-up and areas of improvement.


Performance Monitoring and Evaluation (20%)

  • Establish key performance indicators (KPIs) and develop monitoring systems to track business performance and provide insights for improvement.

  • Participate in project baseline, midline, and endline assessments on selected indicators including project outreach, participants’ actual incomes, and business/enterprise growth.

  • Build the capacity of field teams and MEL staff to use and test key MEL tools.


Disseminating Quality Data (20%)

  • Ensure that monitoring and evaluation activities provide timely, relevant information for reporting and programming decisions.

  • Generate and distribute regular and ad-hoc analysis reports to Heifer Uganda senior management team and project management teams to ensure accuracy and timeliness of the information.

  • Conduct in-depth data analysis to extract meaningful insights from various data sources (e.g. project output data, project outcome data, focus group discussions, needs assessments), identifying trends, patterns, and opportunities.

  • Develop user-friendly dashboards and data visualizations for program teams and other key audiences using software like Power BI or Tableau.

  • Provide capacity-building training to familiarize the teams with relevant database and dashboard procedures.

  • Support the country program team activities to ensure that data from MEL activities are used to adjust and adapt programming over time.

  • Leverage existing Heifer staff or build capacity as needed to assure frontline staff participation in the interpretation and application of results, as well as the design of data use plans and learning agendas.


Collaboration and Accountability with Internal and External Stakeholders (10%)

  • Report to the Country PMEL Manager about progress against approved workplans through formal and informal debriefings, annual and semi-annual reports.

  • Maintain open communication with country program-level staff to assure coherence and reasonable sequencing of work.

  • Establish and maintain solid cooperation with partner organizations as we design and refine the MEL framework.

  • May perform other job-related responsibilities as assigned.

Qualifications, Education and Competencies

  • Degree in Monitoring and Evaluation, Quantitative Economics, Statistics, Social Sciences, or a related field.

  • At least 4-6 years of progressive, relevant work experience. Work experience should demonstrate technical skills, capacity-building skills, operations experience, as well as an understanding of humanitarian contexts.
