About the Organisation

Uganda National Oil Company (UNOC) Limited is a limited liability company solely owned by the Government of Uganda (GOU). It was established under Section 42 of the Petroleum (Exploration, Development, and Production) Act and Section 7 of the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both of 2013. It was incorporated under the Companies Act of 2012 as a limited liability company on June 12th, 2015.

Uganda National Oil Company - UNOC was incorporated as a limited liability company wholly owned by the Government of Uganda in June 2015. Our overall function is to handle the Government of Uganda’s commercial interests in the petroleum sub-sector and to ensure State participation in petroleum activities. The company is also mandated to investigate and propose new upstream, midstream, and downstream ventures initially locally and eventually internationally.

Job Description

DEPARTMENT: Operations

JOB TITLE: Cost Engineer (1 Vacancy)

REPORTS TO: Cost & Planning Specialist

JOB PURPOSE: Responsible for analyzing and costing UNOC projects, performing margin analysis, tracing costs and actual expenditures to the underlying project activities, and constructing and monitoring cost-related data.

Duties, Roles and Responsibilities

ESSENTIAL DUTIES:

  • Assist in preparing cost control reports.

  • Monitor and control project expenditures.

  • Plan, study, and collect data to determine costs for general business activities and projects, including raw material purchases, machinery, and labor costs.

  • Analyze input material unit costs and recommend changes where necessary.

  • Evaluate changes in product design, raw materials, manufacturing methods, or services provided, to assess their impact on product costs.

  • Analyze actual manufacturing costs and prepare periodic reports comparing standard costs to actual production costs (including production and price variances).

  • Monitor project costs and review actual spending vs. budgeted amounts to identify variances.

  • Conduct cost-benefit and cash flow analysis as requested by management to support informed decision-making on projects.

  • Prepare accounting accruals related to projects to ensure accurate reflection of project value in the books.

  • Contribute to the preparation of the project capital expenditure budget by providing analysis and data for specific elements as directed.

  • Develop individual budgets for each phase of large projects, based on the overall project budget, to enhance clarity.

  • Prepare section reports in a timely and accurate manner to meet company and section requirements, policies, and standards.

  • Perform any other duties as assigned by the supervisor(s).

Qualifications, Education and Competencies

QUALIFICATIONS & EXPERIENCE:

  • Bachelor’s degree (Hons) in Engineering, Construction Management, Building Economics, Quantity Surveying, or Accounting.

  • At least four (4) years of experience in the oil and gas sector or a busy manufacturing or construction environment.

  • Proven experience in working with various departments to develop and analyze cost standards for key projects.

  • Proficiency in ERP systems (SAP, PIMS) and MS applications (Excel, Word, PowerPoint), along with project management software (SmartSheet, Primavera, Trello, Jira).

  • Project Management (PMP) Certification is an added advantage.


SKILLS AND COMPETENCIES:

  • Ability to develop work plans and schedules.

  • Strong cost planning and budgeting skills.

  • Expertise in cost monitoring.

  • Strong stakeholder management skills.

  • Knowledge of various reporting tools.

  • Excellent coordination and collaboration skills.

  • Ability to manage joint venture partner relations.

  • In-depth knowledge of the Oil & Gas value chain.
