Background
PATH, in collaboration with WHO AFRO, CDC, and AFENET, is conducting a comprehensive assessment of VPD surveillance systems across the WHO AFRO region. This includes:
A landscape analysis survey across 47 WHO member states to assess the current state of VPD surveillance.
Case study deep dives in selected countries, including Uganda, to provide an in-depth understanding of VPD surveillance system functionality, challenges, and opportunities for improvement.
The consultant will play a critical role in facilitating and coordinating the data collection activities at the country level, ensuring alignment with study objectives and timely submission of high-quality data.

Job Description
Title: Consultant - Vaccine-Preventable Disease (VPD) surveillance case study deep dive and landscape analysis survey
Location: Uganda
Duration: 12 days
Reporting to: PATH
Level of Effort (LoE): 12 days during the engagement period
Contract type: Short-term consultancy
Objectives of the Consultancy
The consultant will be responsible for leading the data collection process for the VPD case study deep dives in Uganda and supporting follow-up activities related to the landscape analysis survey. Specific objectives include:
Leading the planning, coordination, and execution of focused group discussions (FGDs) and key informant interviews (KIIs) for the case study.
Supporting follow-up and completion of the landscape analysis electronic survey, ensuring accurate and timely responses from Uganda.
Providing technical and logistical support to ensure high-quality data collection, submission, and compliance with ethical standards.
Duties, Roles and Responsibilities
Scope of Work
1. Planning and coordination
Engage with key stakeholders, including national and regional health officials, to plan their participation in FGDs and KIIs.
Develop and manage a detailed work plan for data collection, ensuring alignment with the project timeline.
Identify and coordinate with appropriate respondents at national, regional, and facility levels for interviews and discussions.
Liaise with the Ministry to ensure all administrative approvals are in place before data collection begins.
2. Data collection implementation
Lead the facilitation of FGDs at the national and regional levels using the provided interview guides.
Conduct KIIs at facility levels, ensuring at least 10 facilities across different districts are covered.
Ensure data is recorded accurately using the provided electronic questionnaire submission platform.
3. Landscape analysis survey follow-up
Follow up with relevant stakeholders to ensure the landscape analysis electronic survey is completed accurately and submitted within the given timeline.
Address any queries from stakeholders regarding the survey and provide technical support as needed.
Track survey progress and report completion status
Identify and resolve any challenges related to survey submission and data quality.
4. Data quality assurance and submission
Review collected data for completeness, consistency, and accuracy before submission.
Work closely with PATH to address any gaps or inconsistencies in the data collected.
Submit completed FGD and KII reports via the designated online platform in a timely manner.
5. Reporting and communication
Provide regular updates to PATH on data collection progress and challenges encountered.
Support in the preparation of the final country report summarizing key findings, challenges faced, and recommendations.
Participate in virtual debrief meetings to share insights and lessons learned from the data collection process.
Deliverables
The consultant is expected to deliver the following outputs within the agreed timeline:
1. Work plan and stakeholder engagement report:
Detailed timeline and action plan for data collection activities.
Summary of key stakeholders engaged and their roles in the process.
2. Completed data collection forms:
Submission of finalized FGD and KII responses via the electronic platform.
Completed landscape analysis survey responses for Uganda.
3. Data quality and completion report:
Documentation of data collection processes and any adjustments made
Summary of challenges faced and how they were addressed.

Qualifications, Education and Competencies
The consultant should possess the following qualifications and experience:
Education:
Degree in Public Health, Epidemiology, Health Information Systems, or a related field.
Experience:
At least 5 years of experience in public health program implementation, preferably in disease surveillance or immunization programs.
Demonstrated experience in data collection, stakeholder engagement, and qualitative research methodologies (FGDs and KIIs).
Familiarity with digital health systems such as DHIS2, IDSR, and Epi Info is an added advantage.
Skills and Competencies:
Strong organizational and coordination skills with the ability to engage multiple stakeholders effectively.
Excellent verbal and written communication skills in English (knowledge of local languages is an advantage).
Proficiency in using electronic data collection tools and online survey platforms.
Strong analytical skills with attention to detail in data quality assurance.
Reporting Structure
The consultant will report to the PATH project lead.
