Job Description
REPORTS TO: Africa Operating Officer (AOO)
JOB LOCATION: Gulu, Uganda (with 20% travel)
DURATION: 2 Years – Full Time
JOB TYPE: Full-time
REMUNERATION: Attractive/Undisclosed
The Construction Project Manager (CPM) will oversee all aspects of construction projects from inception to completion. This role includes providing functional construction support, from design and procurement to project supervision, ensuring timely progress and resource management. The CPM will work closely with the Africa Senior Management Team and other staff to manage budgets and ensure quality, efficiency, and compliance with operational and financial guidelines.
The successful candidate will demonstrate a proven track record in delivering complex projects on time, within budget, and with the highest quality standards. This is a leadership position that requires close collaboration with the Finance Manager (FM) and Operations Manager (OM).
Duties, Roles and Responsibilities
Leadership, Management, & Accountability
Provide effective spiritual and strategic leadership, as well as stewardship, to site workers.
Recruit and manage the General Contractor to implement construction works at the site.
Liaise with the supervising consultant to deliver regular performance reports.
Ensure compliance with construction standards, labor laws, and statutory obligations (such as registration, taxes, and payroll).
Construction Works
Review technical design documents and recommend modifications if necessary.
Ensure that the project plans, drawings, and sketches are understood by contractors and teams, providing clear implementation guidelines.
Ensure that procurement plans are developed and submitted on time, in line with project schedules.
Monitor contractors' work schedules, crew formation, and material delivery, addressing delays and mitigating concerns.
Prepare detailed daily duties and schedules, supervise critical stages of construction, and verify quality materials and workmanship.
Approve contractors' progress before moving from one stage to another.
Process and approve contractors' Take-Off Sheets and Payment Requests based on accurate measurements.
Monitor site diaries, evaluate weekly plans, and ensure the contractor meets agreed timelines.
Process payment requests in accordance with the set construction phases and timelines.
Financial & Resource Management
Work closely with the Operations Management team to ensure that construction costs are within budget limits, tracking payables and receivables.
Identify and procure locally available materials, ensuring efficient use of financial and material resources.
Ensure adherence to industry regulations in all construction activities.
Prepare reports on the completion status of works and manage communication within the project team and with external parties.

Qualifications, Education and Competencies
10-15 years of experience managing major construction projects, including community-managed structures.
A Bachelor’s degree in Civil Engineering, Construction Engineering, Quantity Surveying, Architecture, or a related field.
A Master’s degree in Construction Management, PMP certification, or other advanced degrees are preferred.
Registered Member of the Engineers Registration Board (ERB) of Uganda, or a similar professional body.
Extensive knowledge of construction industry standards, regulations, and best practices.
Familiarity with Occupational Safety, Health, and Environmental standards is desirable.
Proficiency in project management software and engineering tools (e.g., AutoCAD, Autodesk Revit, Primavera, SAP2000).
Operational knowledge of MS Office and other relevant software tools.
Age range: 35-45 years old.

Excellent verbal and written communication skills.
Strong problem-solving abilities, with the capacity to handle complex issues.
Proven project management skills, with the ability to prioritize tasks, meet deadlines, and achieve goals in a dynamic environment.
Good decision-making, planning, and organizational skills.
Ability to build and maintain positive relationships with key stakeholders (e.g., suppliers, contractors, and community members).
Negotiation skills to handle contracts and resolve disputes.
Strong quality control, implementation, and monitoring abilities.
