Job Description
The Community Liaison Officer (CLO) will be responsible for implementing strategic engagement plans with community stakeholders, civil society organizations, and local governments. The role involves organizing and supporting meetings, managing stakeholder relationships, promoting awareness of project activities, addressing community grievances, and facilitating operational and social development initiatives. The ideal candidate will have strong community experience, excellent communication and negotiation skills, and a good understanding of local dynamics.
Duties, Roles and Responsibilities
Plan and execute daily, weekly, and monthly community engagement activities.
Organize individual and group meetings with stakeholders to inform and consult communities.
Prepare information packages, arrange meeting venues, and collect feedback.
Tailor engagement methods to different stakeholder groups, especially vulnerable populations.
Manage stakeholder mapping and maintain updated records of key community figures.
Promote understanding of project activities and address community concerns.
Identify local development opportunities and report to management.
Support the implementation of social management programs and construction phase activities.
Facilitate contractor and third-party service provider interactions with the community.
Monitor and report on community perceptions, rumors, and concerns.
Assist in managing the community grievance mechanism, including registration, investigation, and feedback.
Input data into the Project Information Management System.

Qualifications, Education and Competencies
Bachelor’s Degree in Communications, Social Sciences, Anthropology, Rural Development, Education, Agriculture, or a related field.
Minimum of 3 years’ experience working in rural communities, preferably in the Albertine Region.
Prior experience with construction projects in a community-related role.
Understanding of community socio-economic and political issues.
Strong communication, negotiation, and conflict resolution skills.
Proficiency in MS Office and database software; GIS knowledge is an advantage.
Experience working in organizations governed by a code of conduct and corporate protocols.
Familiarity with local languages (Rugungu, Runyoro, Alur, Acholi) is an added advantage.
