Job Description
The CLO will contribute to the implementation of the Project Stakeholder Engagement Plan and social performance objectives by maintaining open communication with communities, civil society organizations (CSOs), and local governments. The CLO will manage daily engagement plans, support community meetings, facilitate project-related activities, and maintain detailed records in the Project Information Management System. The position requires close coordination with internal teams including Construction, Environment, and Social Performance, as well as third-party service providers.
Duties, Roles and Responsibilities
Plan and implement daily/weekly/monthly stakeholder engagements
Facilitate individual, group, and community meetings
Support logistical organization for community engagement activities
Identify and respond to the needs of vulnerable community groups
Promote awareness of project activities and their impacts
Build relationships with local leaders, opinion leaders, and service providers
Assist with the management of community grievances and promote grievance mechanism access
Participate in land access, compensation, and livelihood restoration processes
Support the monitoring of community perceptions and conflicts
Maintain accurate records in the stakeholder and grievance tracking system
Facilitate communication between communities and project contractors and partners
Prepare weekly reports on engagement activities and community issues

Qualifications, Education and Competencies
Education
Bachelor's Degree in Communications, Social Sciences, Anthropology, Rural Development, Education, Agriculture, or related field
Experience
Minimum of 3 years of experience working in rural communities in Uganda (Albertine area preferred)
Experience with corporate protocols and working within social/community-related roles in construction projects
Familiarity with community development programs
Skills & Competencies
Strong interpersonal and communication skills
Negotiation and conflict resolution abilities
Ability to support formal consultation processes
Analytical skills and ability to synthesize verbal and written information
High proficiency in Microsoft Office and database systems
GIS experience is an advantage
Knowledge of local languages (Rugungu, Runyoro, Alur, Acholi) is an asset
