Job Description
Responsible for planning, installation, and maintenance of access and transmission systems infrastructure to achieve 98% service availability. This role involves managing LAN/WAN networks, MPLS, SDH, and DWDM systems, while adhering to local and international standards and corporate strategic plans.
Duties, Roles and Responsibilities
Maintenance and Management of Access and Transmission Systems
Direct, coordinate, and implement maintenance schedules in line with manufacturers’ recommendations and maintenance policies.
Identify and mobilize maintenance resources and perform and supervise maintenance activities.
Generate detailed maintenance reports and provide actionable insights to address equipment performance and network quality.
Manage LAN/WAN networks, including switches, routers, and wireless access points.
Monitor MPLS, SDH, DWDM, and OTN networks to maintain optimal performance.
System Performance and User Requirements
Monitor, analyze, and document system performance while offering innovative solutions for improvement.
Provide Access services for new traffic, update traffic details, and manage system configurations.
Investigate, respond, and report on system faults, failures, and end-user issues, ensuring alignment with user needs and ICT policy.
Maintain an updated inventory of all Access and Transmission equipment and ensure functionality of multiservice optical add/drop multiplexers.
Voice and Video Communication Systems
Design, install, configure, and maintain VoIP and Video Conferencing systems, including Communication servers/PABX, Voice Recorder and Network Management Systems.
Operate and maintain call center software ensuring high-quality service for internal and external communication needs.
Configure and troubleshoot Voice over IP (VoIP) systems for optimal performance and reliability.
Annual Budgeting and Procurement
Participate in budgeting processes, including activity planning, budget line development, and procurement plan preparation, ensuring alignment with financial regulations.
Draft equipment specifications, evaluate bids, and manage contracts as per PPDA procurement guidelines.
System Software and Tool Management
Maintain, update, and ensure the availability of tools and software critical for Access and Transmission system operations.
Develop and manage a database of all software tools used for system management, ensuring regular backups for disaster recovery.
Regularly update system software in line with the latest technology trends to maintain operational efficiency and compliance.
Installation and Integration of New Systems
Develop comprehensive installation guidelines for new equipment and integrate it with the existing UETCL Telecom network.
Conduct testing, commissioning, and documentation of new installations, ensuring configurations align with international standards.
Integrate new systems to support grid-related services, enhancing communication capabilities across the network.

Qualifications, Education and Competencies
Education:
University Degree in Telecommunication, Electrical, or Electronic Engineering or equivalent.
Technical Skills:
Competent in LAN/WAN design, installation, and maintenance.
Strong understanding and hands-on experience in MPLS-IP, MPLS-TP, SDH, DWDM, and OTN networks.
Knowledgeable in multiservice optical add/drop multiplexers.
Proficient in VoIP and Video Conferencing systems.
Experienced in Unix-based systems, including Suse Linux Enterprise, CentOS, and RedHat.
Experience:
Must have a minimum 2 years of experience in network design, installation, configuration, and maintenance.
Must have at least 1 year in managing communication systems such as TDM, PDH, SDH, and access and carrier equipment.
Proven expertise in maintaining communication systems within a corporate or industrial setting.
Soft Skills: High integrity, motivation, innovation, teamwork, resilience under pressure, and flexibility for long hours.
Must possess a valid driving permit.
