Position Overview
Pact seeks a Chief of Party for the upcoming USAID-Indonesia Civil Society Strengthening for Accountability (CSS4A) “Berdaya” Activity. Berdaya will seek to enhance the capacity, agency, resilience, and effectiveness of civil society organizations (CSOs) to bolster Indonesia’s inclusive, transparent, and accountable democracy.
The activity aims to empower CSOs with the tools, knowledge, skills, and resources necessary to mobilize diverse coalitions, effectively monitor government actions, hold institutions accountable, and advocate for impactful, citizen-centered reforms that strengthen Indonesia's democratic processes.
This is anticipated to be a five (5) year activity (2025-2030) valued at up to $10M. This solicitation is anticipated to be released in February 2025 and awarded in July. This position is contingent upon award and will be based in Jakarta. Please note that the position requirements and responsibilities may change after the final solicitation is released.
Duties, Roles and Responsibilities
The COP will supervise all activities related to this Activity, have overall responsibility for the Activity’s successful performance, and ensure that the Activity follows USAID regulations and Pact policies. They will provide strategic leadership and bear primary responsibility for all administrative requirements of the award, ensuring that key performance indicators, objectives and deliverables of the Activity are met. The COP should serve and reside in the country for the length of the Activity and will serve as the primary interlocutor with USAID and key stakeholders within USAID implementing partners, development partners, and CSOs as appropriate.
Other anticipated specific duties include:
Lead the development and implementation of the Activity’s overall strategy.
Ensure high-quality, results-oriented technical programming through hands-on guidance and support grounded in the project’s strategic objectives and approved annual workplans.
Serve as the primary liaison with the USAID Agreement Officer’s Representative (AOR) on management and technical matters.
Act as a liaison to relevant ministries within the Government of Indonesia to ensure smooth implementation of the project while laying the groundwork for sustainability.
Work closely with the project’s Key Personnel, technical staff and other subcontractors to ensure that all project activities are compliant with USG rules and regulations, as well as consistent Pact’s policies, procedures and best practices.
Oversee project planning (e.g., development of work plans and project budget), monitoring and reporting (e.g., review and approve periodic budgets and technical and financial reports) in accordance with the highest standards.
Oversee project budget and work in close coordination with the Finance and Operations Director to meet expected results, ensuring cost-effective use of donor and Pact’s resources. Ensure that the program meets programmatic and financial targets and makes accurate projections.
Ensure compliance with USAID rules/regulations and Pact processes. Ensure the project has contingency plans, monitor risk indicators, and provide timely recommendations to ensure the successful control and mitigation of risks throughout the project lifecycle.
Represent the project at conferences, working groups, and meetings to support USAID and Pact’s thought leadership in capacity development and civil society strengthening.

Qualifications, Education and Competencies
Basic Requirements
Graduate degree in social sciences, law or other fields related to the Activity, and 11 years of relevant work experience, OR a Bachelor’s degree in social sciences, law, or other related field with 13 years of relevant experience.
At least six years of management experience.
Preferred Qualifications
Significant experience building capacity of civil society organizations in Indonesia.
Significant experience working on transparency issues and/or anticorruption in Indonesia.
Demonstrated technical expertise managing and leading large civic engagement, civil society, human rights, democracy and/or governance programs.
Demonstrated experience in maintaining relationships with a broad range of stakeholders such as development partners, implementing partners, CSOs, and community-based organizations.
Demonstrated capabilities in high-level strategic vision, innovative programming, and ability to lead a multidisciplinary team.
Experience working on and leading team s for USAID contracts and/or cooperative agreements. Strong knowledge of USAID rules, regulations and policies required.
Strong experience with gender and social inclusion approaches.
Strong experience working in Southeast Asia and other relevant contexts is preferred.
Ability to travel within Indonesia and internationally is required.
Professional fluency in Bahasa Indonesia and English is required.
