About the Organisation
The Joint Clinical Research Centre (JCRC) is an autonomous organization that was established in 1991 as a limited liability not-for-profit joint venture between the Uganda Ministry of Health (MoH), Ministry of Defence and Makerere University Medical School (now Makerere College of Health Sciences). The Centre was established to respond to the HIV/AIDS challenge which was at the peak by that time. At its inception, the centre was supported by a grant from the Ugandan Government that was used to renovate the initial building that housed the JCRC offices at Bulange, Mengo and provided the basic equipment to start work.
JCRC pioneered the use of Anti-Retroviral Therapy (ART) in sub-Saharan Africa as early as 1992 through a research project to determine the lowest effective dose of Zidovudine. Thereafter, JCRC set up a network model to increase access to ART treatment in the country. This was a case study for the PEPFAR program culminating into the Centre becoming the first recipient of a 7-year USAID/PEPFAR grant to expand access to ART in Uganda. The Centre has undertaken several landmark research trials that have shaped HIV/AIDS policies/treatment guidelines worldwide.
Over the years, JCRC has continued to expand her services both in terms of services offered and geographical presence across Uganda.

Job Description
JCRC is seeking a highly skilled and experienced Chief Accountant to oversee financial operations, ensures accurate reporting, compliance with standards and regulations, supports budget formulation, and implements financial policies. The successful candidate will enhance financial control, provide strategic advice, and lead the accounting team for operational efficiency.
Duties, Roles and Responsibilities
Key Duties and Responsibilities:
Review the general ledger to ensure accurate posting of records and prepare management accounts for monthly financial performance analysis.
Manage transactions with financial institutions, particularly JCRC bank accounts.
Regularly review bank reconciliations for all JCRC accounts.
Prepare cash flow projections and advise management on organizational cash flow.
Prepare JCRC’s annual and project budgets.
Manage indirect costs and project-rechargeable expenses.
Support the timely preparation of periodical donor reports.
Review quarterly revenue and expenditure reports from senior accountants for financial reporting purposes.
Ensure periodical creditor and receivable reconciliations are done and reported on time.
Maintain the fixed asset register and prepare annual asset reports for management.
Collaborate with internal and external auditors during audit processes, providing documentation and explanations as needed.

Qualifications, Education and Competencies
Qualifications, Skills and Experience:
Bachelor’s degree with a bias in Accounting from a recognized university.
Must possess full membership to professional accounting bodies such as ACCA or CPA.
Masters degree in a related field is an added advantage.
Must posses a Credit in Mathematics and English at O level.
At least 5 years of progressive and professional accounting experience, with a minimum of 2 years as a Senior Accountant or Chief Accountant in a large organization.
Strong knowledge of general fund accounting, internal control systems, and grant management.
Proven ability to develop and implement financial procedures and controls to ensure organizational compliance and efficiency.
Competence Requirements:
Advanced proficiency in Microsoft Excel for financial reporting and analysis.
Familiarity with ERP systems (Advanced knowledge of Navision ERP is a strong advantage).
Ability to lead and inspire teams, fostering a collaborative and efficient working environment.
Strong organizational skills with the ability to manage multiple priorities and meet tight deadlines.
