Job Description

A Beacon Centre for Applied Sciences and Technology
Lira University is one of the public Universities in Uganda. It started as a Constituent College of Gulu University in 2009 and attained autonomy as a fully-fledged Public University through an Act Parliament under Statutory Instrument 2015 No. 35 on the 16th July, 2015.

It was established on a niche of training students in Health Sciences. It has the first University Teaching Hospital in Uganda.

Lira University is a Public University pursuant to Statutory Instrument No. 35 of 16 July 2015 under The University's and other Tertiary Institutions Act 2001 (as amended 2006). Applications are invited from suitably qualified and interested candidates for the following post.

Duties and Responsibilities

  • Developing Quality Assurance Strategies: Create and implement comprehensive quality assurance strategies and frameworks that align with the organization’s goals and objectives. Ensure these strategies are designed to meet or exceed customer expectations and regulatory standards.

  • Establishing Quality Standards and Policies: Develop and enforce quality standards, policies, and procedures across all departments to ensure consistent and high-quality products or services. This includes setting benchmarks and key performance indicators (KPIs) for quality.

  • Leading Quality Assurance Teams: Manage and lead the quality assurance team, including quality managers, auditors, inspectors, and other QA professionals. Provide guidance, support, and training to ensure the team is effectively implementing QA processes.

  • Conducting Audits and Inspections: Oversee internal and external quality audits and inspections to ensure compliance with established standards, regulatory requirements, and industry best practices. Identify areas for improvement and ensure corrective actions are implemented.

  • Driving Continuous Improvement: Foster a culture of continuous improvement by implementing quality improvement initiatives and Lean or Six Sigma methodologies. Work with other departments to identify opportunities for process optimization and quality enhancement.

  • Ensuring Regulatory Compliance: Stay up-to-date with industry regulations, standards, and certifications. Ensure that the organization complies with all relevant regulatory requirements, including ISO standards, FDA regulations, and other industry-specific guidelines.

  • Quality Risk Management: Identify potential quality risks and develop risk mitigation strategies. Conduct risk assessments and implement measures to prevent quality issues and non-compliance.

  • Customer Feedback and Complaint Management: Analyze customer feedback and complaints to identify quality issues and areas for improvement. Implement corrective actions and ensure customer satisfaction by addressing quality concerns promptly.

  • Collaborating with Cross-Functional Teams: Work closely with departments such as production, engineering, research and development, supply chain, and customer service to ensure quality is integrated into all processes and products.

  • Reporting and Metrics: Develop and maintain quality metrics and dashboards to monitor performance against quality objectives. Provide regular reports to senior management and stakeholders on quality performance, trends, and improvement initiatives.

  • Supplier Quality Management: Oversee the quality of materials and components supplied by external vendors. Work with the procurement team to evaluate supplier performance and implement quality standards for suppliers.

  • Budget Management: Manage the budget for the quality assurance department, ensuring that resources are allocated efficiently to support QA activities and initiatives.

  • Leadership and Training: Provide leadership and mentorship to the QA team and the broader organization on quality-related matters. Conduct training sessions and workshops to promote quality awareness and best practices.

Qualifications and Competencies

  • Education: A bachelor’s degree in a relevant field such as engineering, quality management, business administration, or a related discipline is required. A master’s degree or MBA is often preferred.

  • Experience: Extensive experience (typically 10+ years) in quality assurance, quality control, or a related field, with at least 5 years in a senior management or executive role. Experience in the specific industry (e.g., manufacturing, pharmaceuticals, healthcare, software) is often required.

  • In-Depth Knowledge of Quality Management Systems: Comprehensive knowledge of quality management systems (QMS) such as ISO 9001, Six Sigma, Lean, Total Quality Management (TQM), and other relevant standards and methodologies.

  • Leadership and Management Skills: Strong leadership skills to manage and motivate the quality assurance team, drive quality initiatives, and influence the organization’s quality culture.

  • Analytical and Problem-Solving Skills: Excellent analytical skills to assess quality data, identify trends, and develop effective solutions to quality issues. Ability to think strategically and solve complex problems.

  • Communication and Interpersonal Skills: Strong verbal and written communication skills to convey quality standards, expectations, and reports to all levels of the organization, including senior management and external stakeholders.

  • Attention to Detail: High level of attention to detail to ensure the accuracy and completeness of quality assurance processes, audits, and documentation.

  • Regulatory Knowledge: In-depth understanding of industry-specific regulations and standards, such as FDA regulations for pharmaceuticals and medical devices, GMP, GLP, and other relevant guidelines.

  • Project Management Skills: Ability to manage multiple projects and initiatives simultaneously, ensuring they are completed on time, within budget, and to the required quality standards.

  • Customer Focus: A strong focus on customer satisfaction and quality, with the ability to analyze customer feedback and implement improvements to enhance the customer experience.

  • Continuous Improvement Mindset: Commitment to continuous improvement, with experience in implementing quality improvement initiatives and fostering a culture of excellence.

  • Certification: Professional certifications such as Certified Quality Manager (CQM), Certified Quality Engineer (CQE), Certified Six Sigma Black Belt (CSSBB), or other relevant certifications are often preferred.

  • Technical Proficiency: Proficiency in using quality management software, data analysis tools, and other relevant technologies to support quality assurance activities.

  • Adaptability and Flexibility: Ability to adapt to changing business needs, regulatory environments, and industry trends. Flexibility to manage diverse quality assurance challenges across different areas of the organization.
