About the Organisation
FAO and Uganda have a long history of cooperation. The Organization’s technical assistance in the country began as early as 1959 in the areas of aquaculture development and livestock disease control. Cooperation has increased since the opening of FAO’s representation in 1981, with interventions comprising national policy and programme formulation, agricultural and rural development projects, and emergency and rehabilitation assistance. More recently, emphasis has been given to building resilience to the effects of climate change.
FAO’s cooperation with Uganda Government is shaped by the Country Programming Framework (CPF) 2015-2019, jointly developed with the Government and other partners.
The CPF is a joint framework which forms the basis for strategic cooperation over the next five years between the Food and Agriculture Organization of the United Nations (FAO) and the Government of the Republic of Uganda. The CPF is fully aligned with national and regional development priorities as well as the UN Development Assistance Framework for Uganda.
Over the years, the stature and influence of FAO in Uganda has grown considerably. Currently, the country programme comprises well over 20 projects with a combined budget of close to 80 million USD, which makes FAO one of Uganda’s significant development partners. FAO projects are mainly field-based, addressing on-ground pertinent issues.
Until 2010, FAO’s support programme emphasized emergency and rehabilitation following two decades of insurgency in Northern and North Eastern Uganda. The current CPF however, focuses more on long-term development objectives aimed at revitalizing agricultural production and productivity and spurring economic development for the country.
FAO Uganda therefore falls under the Development Programme. FAO’s development interventions aim to support and build resilient agriculture-based livelihoods. Our interventions focus on crops, livestock, fisheries, forestry and their interaction with the environment, Climate change and building resilience. Further, FAO gives guidance in drafting effective legislation and creating national strategies to achieve transformational development and alleviate hunger.

Job Title: Cash and Voucher Assistance Analyst (UN Jobs)

Reports to: Cash and Voucher Assistance Specialist
The CVA Assistance Analyst will support the creation, planning, supervision, implementation, and monitoring of cash transfer activities as part of the ‘FAO’s Uganda emergency responses’ refugees and non-refugees and support the integration of CVA as suitable as part of FAO’s CASH+ to build the resilience of agricultural households and refugees.
Reporting lines
Under the overall supervision of the FAO Representative (FAOR), in consultation with the Deputy FAOR, the CVA Analyst is directly supervised by the Cash and Voucher Assistance Specialist.
Duties, Roles and Responsibilities
The CVA Assistance Associate Analyst will be responsible for the following tasks:
In consultation with the CVA Specialist, support the M&E Department to establish CVA-specific methodologies and tools for regular assessment (e.g. market, feasibility) and surveys; data collection, cleaning, analysis, and management (e.g. ODK – Kobo, excels modules for data collection, data analysis syntaxes, databases, etc.); and monitoring and reporting (e.g. post-distribution monitoring, dashboards, guidelines aligned to SMART indicators, etc.) to assess performance and inform programmatic decisions.
In coordination with the CVA Specialist, collaborate with FAO seed experts to assess the capacity of sub-regional seed markets/commercial hubs in Uganda based on Seed Security Assessment results, to assess the technical and operational feasibility of Cash- and/or Voucher-based activities and Cash for Work to support agricultural interventions, and to establish monitoring tools for potential CVA.
Contribute to the interpretation of data analysis results using statistical techniques and support the application of such results in project activities, reports, and knowledge products.
Support the development of ‘Voucher Manuals’ and ‘Cash Transfer Manuals’ for FAO Uganda CVA in emergency and development contexts with alignment to, both, the humanitarian principles of ‘Do No Harm’ and ‘Leave No One Behind’, and the UN Code of Ethics and Conduct; building from good practices from the sector; ensuring high operational standards and compliance with FAO corporate rules and procedures (including Manual Section 702 on Cash Transfers).
Support Integrated Social Protection Programme in activities related to cash transfers (Nutri cash, Unconditional and Conditional cash transfers)
Support the integration of cash transfer modalities in other ongoing activities.
Support, in coordination with the Procurement Unit and the CVA Specialist, the contracting of FAO implementing partners and service providers, including Financial Service Providers, where CVA will be used.
Support stakeholder engagement processes on the roll-out of CVA in partnership with FAO service providers.
Provide technical assistance (as needed) to FAO implementing partners (NGOs, private sector, etc.) on the roll-out of CVA through routine monitoring of partner activities in the refugee response programme and other programmes, as required.
When needed, represent FAO in the Cash Technical Working Group under the refugee response and other relevant forums and discussions to facilitate learning, information sharing, and alignment to national standards and approaches.
Attend/represent FAO in monthly ‘Cash Working Group Meetings’ and update FAO on any developments on CVA across the country.
Undertake any other activities as requested.

Qualifications, Education and Competencies
Bachelor’s degree in agriculture economics, Economics, Statistics, Mathematics, Computational Sciences, Commerce, Business Administration, Development studies, or related field.
A minimum of three years of relevant professional experience.
Working knowledge of English.
National of Uganda.

Extent and relevance of experience and knowledge in CVA for food security and livelihoods in humanitarian responses, preferably with the United Nations or other international or multilateral organizations.

Coordination skills (communication) and ability to technically support on CVA needs across different thematic areas.
Experience working along the humanitarian-development nexus and in displacement settings.
Extensive and relevant experience with international or multilateral organizations, preferably FAO, and/or with the government is an added advantage.
Demonstrated ability to work in a multicultural team, and interpersonal skills.
Experience candidates who have worked in rural areas with local and international NGOs will be preferred.
Demonstrated ability to work under pressure and meet deadlines.
Writing and communication skills.
