Job Description

Lira University is one of the public Universities in Uganda. It started as a Constituent College of Gulu University in 2009 and attained autonomy as a fully-fledged Public University through an Act Parliament under Statutory Instrument 2015 No. 35 on the 16th July, 2015.

It was established on a niche of training students in Health Sciences. It has the first University Teaching Hospital in Uganda.

Duties and Responsibilities

  • Assisting in Procurement Processes: Support the procurement officer in purchasing goods and services for the organization. This includes gathering requirements from different departments, preparing purchase orders, and ensuring timely procurement.

  • Supplier Management: Assist in identifying and evaluating potential suppliers. Help maintain a database of approved suppliers and monitor supplier performance in terms of quality, delivery, and pricing.

  • Preparing Documentation: Prepare and maintain accurate records of purchases, contracts, and agreements. Ensure all documentation complies with the organization’s policies and regulatory requirements.

  • Requesting Quotes and Proposals: Request quotations, proposals, or bids from suppliers and analyze them to determine the best options based on price, quality, and delivery times.

  • Inventory Management: Assist in monitoring inventory levels to ensure that there is a sufficient supply of materials and products. Coordinate with the warehouse or stockroom staff to track inventory usage and reorder when necessary.

  • Coordinating with Departments: Work closely with various departments to understand their procurement needs and ensure that goods and services are delivered as required. Communicate any issues or delays in procurement processes.

  • Compliance and Policy Adherence: Ensure all procurement activities comply with the organization’s policies, ethical standards, and regulatory requirements. Assist in conducting internal audits to ensure adherence to procurement procedures.

  • Supporting Negotiations: Assist in negotiating contracts and agreements with suppliers to secure favorable terms and conditions. This may include negotiating pricing, delivery schedules, and payment terms.

  • Handling Invoices and Payments: Review invoices for accuracy and coordinate with the finance department to ensure timely payment to suppliers. Resolve any discrepancies between invoices, purchase orders, and received goods.

  • Market Research: Conduct market research to stay informed about industry trends, new suppliers, and potential cost-saving opportunities. Provide reports and insights to the procurement team.

  • Updating Procurement Databases: Maintain and update procurement databases and software systems to ensure accurate and up-to-date information on suppliers, contracts, and purchase orders.

  • Assisting with Supplier Audits: Support in conducting supplier audits to assess their capabilities, quality control processes, and compliance with organizational standards.

Qualifications and Competencies

  • Education: A high school diploma or equivalent is required. A bachelor’s degree in business administration, supply chain management, procurement, or a related field is often preferred.

  • Experience: Previous experience in procurement, supply chain management, or a related administrative role is typically preferred. Entry-level candidates may be considered if they have relevant educational qualifications.

  • Knowledge of Procurement Processes: Understanding of procurement procedures, including sourcing, negotiating, purchasing, and contract management. Familiarity with supply chain and inventory management principles is beneficial.

  • Attention to Detail: Strong attention to detail to ensure accuracy in documentation, order processing, and inventory management.

  • Analytical Skills: Ability to analyze data, compare supplier proposals, and assess market conditions to make informed purchasing decisions.

  • Communication Skills: Excellent verbal and written communication skills to interact with suppliers, colleagues, and management. Ability to convey information clearly and concisely.

  • Organizational Skills: Strong organizational and time management skills to handle multiple tasks and prioritize effectively in a fast-paced environment.

  • Computer Proficiency: Proficiency in using office software such as Microsoft Office Suite (Word, Excel, Outlook) and procurement software or enterprise resource planning (ERP) systems.

  • Negotiation Skills: Basic negotiation skills to assist in securing favorable terms with suppliers.

  • Problem-Solving Skills: Ability to identify issues in the procurement process and suggest improvements or solutions.

  • Ethical Conduct: High level of integrity and ethical standards, as the role involves handling sensitive information and making decisions that impact the organization’s financial and operational outcomes.

  • Teamwork and Collaboration: Ability to work effectively as part of a team and collaborate with other departments to meet organizational goals.

  • Flexibility and Adaptability: Willingness to adapt to changing priorities, learn new skills, and take on additional responsibilities as needed.
