Lira University was established as a Public University by Statutory Instrument No.35, of July 18th 2015 to expand access to equitable quality Higher Education in the country and to respond to the critical Human Resource Development needs of the country.
The University is governed by the Universities and Other Tertiary Institutions Act, 2001 as amended 2006 of the Republic of Uganda.
The University is located in Lango Sub-region in Northern Uganda, Lira City. In order to fulfill the current mandate and to position the University to assist local community and build their capacity for socio economic enhancement. the university should fill positions with personnel of required skills and experience.
Teaching: Deliver lectures, seminars, and tutorials on topics related to public administration, public policy, governance, and other relevant areas. Develop course syllabi, lesson plans, and instructional materials in alignment with course objectives and learning outcomes.
Student Supervision: Provide academic guidance, mentorship, and support to students, including advising on course selection, academic planning, and career development. Evaluate student performance through assessments, assignments, exams, and project work, and provide constructive feedback for improvement.
Curriculum Development: Assist in the development, review, and revision of curriculum and course materials to ensure relevance, currency, and alignment with academic standards and accreditation requirements. Contribute to the design of new courses or programs as needed.
Research and Scholarship: Conduct research in areas of expertise, publish scholarly articles or papers in peer-reviewed journals, and present research findings at conferences or seminars. Engage in collaborative research projects and seek external funding opportunities to support research endeavors.
Professional Service: Participate in departmental meetings, committees, and other academic activities. Contribute to academic governance, policy development, and decision-making within the department and university.
Community Engagement: Establish connections with external organizations, government agencies, and community partners to facilitate student internships, service-learning opportunities, and collaborative research initiatives that contribute to the public good.
Professional Development: Pursue opportunities for professional development, such as attending workshops, training sessions, or conferences, to enhance teaching effectiveness, research productivity, and leadership skills.
Advising and Mentoring: Serve as an academic advisor or mentor to undergraduate and graduate students, providing guidance on academic and career goals, research projects, and professional development opportunities.
Adherence to Policies: Ensure compliance with university policies, academic regulations, ethical standards, and codes of conduct governing teaching, research, and professional conduct.
Promotion of Academic Excellence: Foster a culture of academic excellence, critical thinking, and intellectual curiosity among students by promoting active learning, interdisciplinary inquiry, and scholarly engagement.

Education: Typically, a minimum of a master's degree in Public Administration, Public Policy, Political Science, or a closely related field is required. Some institutions may prefer candidates with a doctoral degree or those who are pursuing one.
Teaching Experience: While not always mandatory, previous teaching experience, such as serving as a teaching assistant or instructor, can be advantageous. Candidates with experience in curriculum development, course coordination, or academic advising may also be preferred.
Research Skills: Proficiency in conducting research, analyzing data, and publishing scholarly articles or papers in peer-reviewed journals is often expected. Candidates should demonstrate a strong research background and potential for scholarly contributions to the field.
Communication Skills: Excellent oral and written communication skills are essential for effectively delivering lectures, leading discussions, and providing feedback to students. Assistant lecturers should also be able to communicate complex concepts in a clear and accessible manner.
Subject Matter Expertise: In-depth knowledge of public administration theories, principles, and practices, as well as relevant subfields such as public policy analysis, organizational behavior, and governance, is necessary. Candidates should be well-versed in current trends, issues, and debates within the field.
Professional Development: Commitment to continuous professional development through attending conferences, workshops, seminars, and other relevant activities to stay updated on advancements in the field and enhance teaching and research skills.
Computer Literacy: Proficiency in using educational technology tools, multimedia resources, and learning management systems (LMS) to support teaching and facilitate student engagement and interaction.
Collaboration: Ability to collaborate effectively with colleagues within the department and across disciplines, as well as with students, staff, and external stakeholders.
