Ministry of Gender, Labour, and Social Development
The Accountant will be responsible for overseeing the financial management of the Ministry, ensuring that all income, expenditure, and stores are effectively controlled. The role involves maintaining accurate financial records, preparing reports, and ensuring compliance with government financial regulations and internal policies.
The Accountant will be responsible to the Program Manager Finance and Administration for the following duties:
Financial Management and Control
Oversee the management of the Council’s incomes, expenditures, and stores by implementing clear policies and robust internal controls to ensure financial accountability.
Payment Verification
Verify the completeness of payment requisitions, ensuring proper justification and documentation for all financial transactions to maintain transparency.
Reconciliation of Accounts
Supervise periodic reconciliations of ledgers and cash books with account statements, ensuring non-tax revenue is properly aligned with URA provisions. Provide advice on corrective actions when necessary.
Regulatory Compliance
Interpret and enforce the Council’s financial and accounting regulations, ensuring conformity with Government of Uganda financial regulations and best practices.
Financial Reporting and Estimates
Prepare and submit financial estimates, periodic financial statements, and reports to the appropriate authorities for budgetary purposes and the compilation of final accounts.
Adherence to Accounting Principles
Enforce the use of sound accounting principles and practices to ensure the efficient management of Council funds, minimizing risks and financial mismanagement.
Day-to-Day Financial Operations
Coordinate the daily financial management and operations of the Secretariat, ensuring smooth execution of all financial activities.
Additional Duties
Perform any other duties as may be assigned by the supervisor from time to time to ensure the proper financial functioning of the Ministry.

Minimum Qualification:
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Commerce (Accounting option); Business Administration (Accounting option); or Finance and Accounting from a recognized University/Institution. Alternatively, a full professional qualification in accountancy such as ACCA, CPA, ACIS, or CPE obtained from a recognized institution is required.
Professional Accreditation:
The applicant must be a member of a recognized accounting professional body and accredited by the Institute of Certified Public Accountants of Uganda (ICPAU).
Experience:
Relevant working experience is required, particularly in financial management and accounting within government or a similar setting.
Age Requirement:
Applicants must be at least 21 years old.

Applicants should ensure that Staff Performance Appraisal Forms for the last three financial years (2021/2022, 2022/2023, 2023/2024) are submitted to the Commission prior to oral interviews.
