Job Description
Job Title: Legal Officer (2 Jobs)
Organisation: Housing Finance Bank
Duty Station: Kampala, Uganda
Reports To: Manager Credit Administration
To prepare and oversee loan documentation i.e. offer letters, Bank Guarantees, mortgage deeds, standard credit terms and conditions, liens and ensure that documentation prepared complies with relevant laws, policies, procedures and processes to achieve a robust asset quality.
Duties, Roles and Responsibilities
Prepare and review, credit financing and related documentation (largely based on internal template) in accordance with the Bank’s Policies and Procedures for facilities below Ugx 150,000,000.
Conduct due diligence on credit facilities and provide opinion on securing the Bank’s position in the transactions.
Co-ordinate the proper execution and filing of relevant credit/loan documentation and securities for onward submission to the legal department for perfection.
Manage the loan documentation checklist and ensure that the right package of documentation is handed over to the Relationship Manager.
Ensure preparation of loan documentation meets the timelines set
Manage the registers of all credit documentation handled by the department
Regularly update the E workflow and all relevant registers and any changes that may arise from time to time.
Prepare and review release instruments for execution by authorized signatories within the agreed timelines.
Prepare and review letters of undertakings in loan takeovers for execution by authorized signatories within the agreed timelines.
Carry out ancillary duties related to credit documentation.
Any other duties as may be assigned by the supervisor.

Qualifications, Education and Competencies
Bachelor of Laws Degree from recognized university
Post Graduate Diploma in Legal Practice from Law Development Centre or equivalent Bar Course of Commonwealth.
Possession of a Certified banking qualification or master’s degree in a relevant field would be an added advantage.
Skills & Experience
Excellent Communication skills
Demonstrate knowledge of, and experience with laws relevant to the Banking Sector, Company law, Employment law and contract drafting,
Proven ability to dedicatedly solve sensitive matters
Strong analytical and research skills
Teamwork and ability to function with minimum supervision.
Experience of having worked in a Financial institution is an added advantage.
Capable of professional discussions with internal and external stakeholders.
Able to source data, perform periodic computations & report on findings.
Proactively review securities held on ongoing basis to further confirm that sufficiency of the securities vs customer exposure.
Business Behaviours
The ability to communicate clearly both verbally and in written form in a professional manner is deemed essential.
Ability to build functioning working relationships across organizational, corporate, and cultural boundaries.
