Uganda National Oil Company - UNOC was incorporated as a limited liability company wholly owned by the Government of Uganda in June 2015. Our overall function is to handle the Government of Uganda’s commercial interests in the petroleum sub-sector and to ensure State participation in petroleum activities. The company is also mandated to investigate and propose new upstream, midstream, and downstream ventures initially locally and eventually internationally.

Job Description
DEPARTMENT: Human Resources
JOB TITLE: Human Resource Business Partner (2 Vacancies)
REPORTS TO: Human Resource Manager
JOB PURPOSE: This role is responsible for supporting the development and execution of HR policies, systems, and programs related to talent acquisition and development, organizational culture, performance management, human capital operations, reporting, and administration of employee programs.
Duties, Roles and Responsibilities
ESSENTIAL DUTIES:
Contribute to the development and implementation of Human Resource policies, strategies, systems, and processes.
Assist in the implementation of talent-sourcing strategies.
Support the execution of staff learning and development programs, including national content skills development initiatives.
Assist in implementing the UNOC Culture strategy and monitor cultural activities periodically.
Participate in the implementation of the company’s performance management systems and processes.
Coordinate in-house learning and development initiatives, including knowledge management and leadership development programs, ensuring timely submission of training reports and actionable recommendations.
Generate and deliver periodic human capital reports.
Ensure that job descriptions, organizational structures, and competency profiles for all approved positions are up-to-date.
Maintain the Human Resource Information System (HRIS), ensuring accurate and up-to-date staff records and files within the ERP system.
Oversee the graduate trainee and internship programs.
Manage mentoring, coaching, and career development programs for all staff members.
Support the administration of the UNOC remuneration policy.
Perform other duties as reasonably assigned.

Qualifications, Education and Competencies
QUALIFICATIONS & EXPERIENCE:
Bachelor's Degree (Hons) in Human Resource Management, Industrial and Organizational Psychology, Social Sciences, Social Work and Social Administration, Business Administration, or a relevant field, with a postgraduate diploma in Human Resource Management.
Possession of relevant professional membership is an added advantage.
A minimum of four (4) years of hands-on experience as an HR Generalist in a busy corporate environment.
Proven ability to offer HR advisory services across the full employee life cycle.
Practical knowledge of organizational development processes, techniques, methodologies, and tools with the ability to collect, analyze, and interpret data.
Experience in conducting impact assessments of change, employee engagement, and culture initiatives.
SKILLS AND COMPETENCIES:
Proficiency in statistical data analysis techniques.
Ability to implement HR plans effectively.
Capability to support change management initiatives.
Strong employee relations management skills.
Excellent written and verbal communication skills.
Knowledge of Uganda Labour Laws.
A focus on innovation and continuous improvement.
Strong organizational awareness.
A sense of accountability and ownership.
High ethical standards and integrity.
