About the Organisation
Makerere University Joint AIDS Program (MJAP) emerged from the Mulago-Mbarara Teaching Hospitals Joint AIDS Program (MJAP) which was established in November 2004 under the then Makerere University Faculty of Medicine. With funding from the US President’s Emergency Plan for AIDS Relief (PEPFAR) and technical assistance from the United States of America Centers for Disease Control and Prevention (CDC), MJAP established a strong trail in the provision of quality comprehensive HIV/AIDS and Tuberculosis (TB) services.
Overtime, MJAP has broadened its work beyond the support of provision of comprehensive HIV and TB services to include capacity strengthening for health care workers across Uganda and conduct of research to inform policies for HIV/TB and other HIV comorbidities in the country.
Currently, the flourishing institution plays a pivotal role in the Uganda health care system having developed strong links with the Ministry of Health through its contribution to various technical working groups and long term support of HIV/TB services in districts, regional referral hospitals and public health facilities across the various regions in the country.

Job Description
The Data Clerk will collaborate with facility medical records staff to capture accurate patient information, compile and submit HMIS reports in DHIS2 and MJAP reporting systems, and mentor health workers on HMIS tool usage. They will also support filing and retrieval of records, maintain confidentiality, and ensure data safety through regular backups and protection. The role includes preparing data displays, performing basic data analysis, and supporting additional reporting requirements as needed.
Duties, Roles and Responsibilities
Quantify and ensure availability of HMIS and non-HMIS tools.
Implement best practices in medical records management and storage.
Collect and submit additional indicator data outside DHIS2.
Mentor facility staff on use of HMIS data collection tools.
Prepare and display facility data, including annual targets.
Update HMIS tools in collaboration with records officers.
Manage proper patient file organization and data entry into OpenMRS.
Transcribe patient visit data into pre-ART and ART registers.
Assist in preparing and submitting HMIS reports in DHIS2.
Participate in data entry at cluster level for HIBRID and other indicators.
Compile and submit supplementary data to the MJAP M&E unit.
Maintain confidentiality and proper archiving of patient data.
Regularly back up and protect electronic data.
Ensure safety and maintenance of data room equipment.
Conduct basic data analysis to inform program progress.

Qualifications, Education and Competencies
A Bachelor's degree in Records and Archives Management, Medical Records, IT, Quantitative Economics, or related field.
At least 1 year of experience in data management or internship in a relevant field.
Proficiency in Microsoft Excel.
Knowledge of Health Management Information Systems (HMIS).
Experience with PEPFAR-funded programs is an added advantage.
Strong written and oral communication skills.
High flexibility and good interpersonal skills.
Ability to work under minimal supervision.
