Job Description
The Barriers and Enablers Analysis Consultancy aims to support the scale-up of the CWTL initiative by:
Conducting an in-depth assessment of how CWTL training aligns with MoES TPD systems and policies.
Mapping ecosystem partners and stakeholders critical to scaling CWTL in Uganda.
Analyzing solar electrification projects in schools to identify opportunities for leveraging technology.
Exploring private sector engagement for long-term support and sustainability.
Developing a comprehensive Scaling Assessment Report and a scaling agenda tailored to a District Local Government (DLG)-led expansion approach in Isingiro.
Duties, Roles and Responsibilities
Review existing TPD frameworks to identify entry points for integrating CWTL training.
Assess teacher training institutions' capacity to embed CWTL into national training programs.
Engage with MoES representatives, teacher training institutions, and other stakeholders to identify alignment gaps and make recommendations.
Identify key national and district-level organizations to support CWTL's scale-up.
Map potential implementation partners and strategic collaborators.
Assess the roles of NGOs, CSOs, and development agencies in complementary education initiatives.
Identify major solar electrification projects in schools and education facilities.
Analyze government and donor-funded initiatives for improving solar energy access.
Explore how CWTL can align with these projects for sustainable technology use.
Identify private sector stakeholders interested in digital learning initiatives.
Explore corporate social responsibility (CSR) partnerships to support technology and connectivity.
Recommend strategies for long-term private sector engagement.
Compile key findings into a comprehensive Scaling Assessment Report.
Develop a scaling agenda with actionable recommendations for DLG-led expansion.
Present the findings to CWTL leadership and relevant stakeholders.

Qualifications, Education and Competencies
Minimum of 7 years of experience in education policy, program scale-up, or education sector assessments in Uganda.
In-depth knowledge of Uganda’s education system and MoES structures.
Proven experience in policy analysis, ecosystem mapping, and stakeholder engagement.
Strong analytical, report-writing, and presentation skills.
Experience collaborating with both private sector and government stakeholders.
